The focus of the plan is to improve the service quality of administrative agencies at all levels, build a professional, modern and people-centered administrative system. Accordingly, 100% of agencies and units in the area must synchronously deploy solutions to improve the quality of public service provision, organize an effective apparatus and innovate service methods.
Notably, the city will promote the implementation of the one-stop and one-stop mechanism in handling administrative procedures; expand the reception and return of results via online public services; strengthen inspection and rectify the situation of late handling of records and strictly handle civil servants causing trouble and harassment.
The staff, civil servants and public employees will be trained in-depth on communication skills, public ethics, service attitude, and at the same time, link SIPAS results with emulation and reward work, considering this as a criterion to evaluate the level of task completion.
The plan requires strengthening information and propaganda work on administrative reform, disseminating legal policies in forms suitable for each population group, promoting the supervisory role of the people, the Front and political and social organizations.
The Department of Home Affairs plays the role of focal point in implementing, monitoring progress, periodically evaluating, synthesizing and reporting to the City People's Committee. At the same time, other departments and branches are assigned specific tasks to synchronously improve the quality of public services vertically.
With a methodical plan, clear goals and specific assignment of responsibilities, the city is demonstrating strong determination in administrative reform, improving the effectiveness and efficiency of state management and increasingly meeting people's expectations.
