The Department of Agriculture and Environment of Ho Chi Minh City has just sent a report to the People's Committee of Ho Chi Minh City and the Department of Finance of Ho Chi Minh City on the progress of compensation, support and resettlement of projects in 21 districts and Thu Duc City.
According to the report, in 2025, Ho Chi Minh City will implement 89 public investment projects with a total compensation capital of VND9,219.7 billion. Of which, the disbursed compensation amount (as of May 19) is VND401.4 billion, reaching a rate of 4.35%.
The Department of Agriculture and Environment acknowledged that for projects that have been allocated capital in 2024 and 2025, especially key projects such as the Nguyen Khoi bridge and road project, the dredging and renovation project of Xuyen Tam canal, Bac Kenh Doi canal... the chairmen of the People's Committees of districts, towns and Thu Duc City have not been resolute in supervising, directing and closely operating the Project Compensation Council, departments, offices and units of districts, towns and Thu Duc City to support and coordinate with the Compensation and Site Clearance Board to complete compensation, support and resettlement records to hand over the vacant land to investors for construction.
According to the Department of Agriculture and Environment, the People's Committees of 21 districts and Thu Duc City need to review the legality and timelines prescribed by the Land Law for each period of the approved project and the 2024 Land Law effective from August 1, 2024, to carry out compensation, support and resettlement of the project according to regulations, speed up the settlement work, and avoid the project from existing for a long time according to current local reports.
The Department of Agriculture and Environment recommends that the Ho Chi Minh City People's Committee soon conclude the operating model of 22 Compensation and Site Clearance Boards of districts, towns, and Thu Duc City to soon orient the organization and operation, have time to carry out transitional procedures, operate continuously, and not affect the disbursement of compensation, support, and resettlement capital in 2025.
