Working at Rach Cheo Commune Health Station, Phu Tan District from 2009 to 2012, Doctor To Hoang Vinh was appointed as Station Head and Party Cell Secretary. Studying and following Uncle Ho's teachings, Doctor Vinh always cultivates his qualities, ethics, studies to improve his professional qualifications, becoming a shining example of grassroots health care.

Dr. Vinh has built a united team to achieve and exceed the set targets and tasks. Always dedicated to primary health care for the people, especially in disease prevention, Dr. Vinh has proactively built many effective disease prevention and control models.

“Always innovate management thinking, promote the application of information technology in medical examination and treatment as well as in disease prevention and control, send staff for training to improve their professional qualifications and skills. In addition, I promote propaganda in many forms to raise people's awareness, thereby participating with the medical sector in disease prevention and control. Recently, people's trust in the Health Station has increased, specifically reflected in the increasing number of people coming for examination”, Dr. Vinh shared.

In 2024, Rach Cheo Commune Health Station will be invested in spacious facilities, supplemented with equipment, basically ensuring the primary health care needs of the people. In addition, Doctor Vinh directed the Health Station to innovate service style and attitude towards patient satisfaction. Applying information technology in management and receiving medical examination and treatment, helping people access healthcare quickly.

Mr. Nguyen Chi Thanh, Rach Cheo commune, said: "When we arrived at the Health Station, the medical staff welcomed us warmly and gave us enthusiastic medical advice. My family and I trust them very much. Whenever we get sick, we first go to the station to get examined."

As Secretary of the Party Cell, Doctor Vinh always thoroughly educates cadres and party members about studying and following Ho Chi Minh's ideology, morality and style. Building a clean and strong Party Cell for many years and maintaining the National Criteria for Health. Doctor Vinh's dedication and perseverance affirm the important role of grassroots health care.

In addition to examining patients at the station, Doctor Vinh also visits households with elderly people, single people and poor families to examine and provide treatment. Doctor Vinh has been assessed by the Party Committee and the Commune People's Committee as having completed well the assigned tasks and is highly trusted by the people."

At the conference of typical advanced health sector in the period of 2020-2025, the whole province had 3 collectives and 10 typical advanced individuals awarded certificates of merit by the Chairman of the Provincial People's Committee and selected 10 delegates to attend the 7th Patriotic Emulation Congress of Ca Mau province in 2025. Doctor Vinh is one of the 10 selected individuals. These are typical examples of the health sector, creating motivation for the health sector to continue to strive, contribute, and develop the health sector more and more, meeting the needs of protecting and caring for people's health./.
