According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of May 28 to 30, 2025, there may be moderate rain, heavy rain, and very heavy rain in some places (locally over 250 mm), with the risk of landslides, flash floods, and flooding in the Northern region, including the province.
Implementing the direction of the Prime Minister in Official Dispatch No. 76 dated May 28, 2025 on focusing on responding to the risks of heavy rain, landslides, flash floods and proactively preventing and combating natural disasters in the coming time; In order to proactively prevent and combat natural disasters, especially landslides, flash floods, and inundations, ensure safety of life and limit damage to people's and State's property in the province in the current context of restructuring administrative units and organizing 2-level local governments, the Chairman of the Provincial People's Committee requests heads of relevant agencies, units, and localities, especially Chairmen of People's Committees of districts and cities, according to their assigned functions, tasks, and authority, to focus on directing, proactively inspecting, urging, and organizing timely and effective implementation of natural disaster prevention, control, and rescue work, not to be passive, surprised, and not to interrupt the work of responding to natural disasters when restructuring and perfecting the apparatus of the political system and restructuring administrative units and organizing 2-level local governments in accordance with the direction of the Prime Minister in Official Dispatch No. 76 dated May 28, 2025; of the Office of the National Civil Defense Steering Committee in Documents No. 218 dated May 28, 2025, No. 204 dated May 23, 2025; of the Ministry of Agriculture and Environment in Documents No. 2446 dated May 26, 2025, No. 2254 dated May 20, 2025; of the Provincial People's Committee, Chairman of the Provincial People's Committee in Official Dispatch No. 01 dated May 23, 2025, Documents 4186 dated May 27, 2025, No. 4249 dated May 28, 2025...
In which, it is necessary to urgently direct the organization to immediately implement the following contents: Be responsible to the Chairman of the Provincial People's Committee, the Provincial People's Committee in directing the work of natural disaster prevention, control, rescue within the scope and fields assigned to management, in the area; direct relevant agencies and units (especially the current Chairman of the People's Committee at the commune level) according to their functions and tasks to continue to closely follow the situation, continue to seriously, promptly and effectively implement the work of natural disaster prevention, control, rescue in the area according to the motto "four on-site" with the most proactive, timely and drastic spirit, in accordance with the reality in the locality and unit, with the goal of ensuring the safety of people's lives above all, first of all. Absolutely do not be negligent, subjective, lose vigilance, do not let interruptions occur in directing response to natural disasters when rearranging administrative units and organizing local governments at 2 levels.
Urgently review and develop a plan to reorganize the force performing the task of natural disaster prevention, control, search and rescue at the provincial, district and commune levels according to the instructions of competent authorities, and at the same time, in accordance with the actual conditions of the locality to ensure smooth, effective and efficient operations from July 1, 2025 (after the district level ends its operations). The Department of Agriculture and Environment is responsible for presiding over and coordinating with agencies, units and localities to promptly guide and urge departments, branches and localities to ensure this content.
Review and complete response plans for each type of natural disaster that may occur in the area, especially plans to respond to heavy rain, landslides, flash floods, storms, and floods; focus on speeding up the progress of immediately overcoming the risks identified through Typhoon Yagi in 2024, building a preparedness scenario to respond and protect key areas, and not being passive or surprised when a situation occurs.
In addition to implementing the above contents, the Director of the Department of Natural Resources and Environment is assigned to direct close coordination with the Provincial Hydrometeorological Station to closely monitor and supervise weather and natural disaster situations to forecast, warn, and promptly inform competent authorities and people to proactively respond and minimize damage; direct disaster prevention and control work according to assigned functions, tasks, and authority. Direct districts and cities (communes and wards after July 1, 2025) to review, update, and complete disaster prevention and control plans, ensuring that they are suitable for the specific situation of the locality and the operation of local authorities at 2 levels.
Coordinate with the Provincial Military Command, Provincial Police, and Department of Home Affairs to urgently review and guide localities to perfect the agencies performing the tasks of directing and commanding natural disaster prevention, control, and search and rescue when organizing two-level local governments. Monitor, inspect, and urge agencies and units to fully and promptly implement the instructions of the Prime Minister, the Ministry of Agriculture and Environment, the Provincial People's Committee, and the Chairman in the province. Promptly advise the Provincial People's Committee to direct matters beyond its authority and other necessary matters to strictly and fully implement the instructions of the Prime Minister in Official Dispatch No. 76 dated May 28, 2025.
The Director of the Department of Construction directs the review and implementation of plans to ensure traffic safety and traffic infrastructure and construction works in case of natural disasters, promptly repair landslides and traffic routes that have been cut off, and ensure smooth traffic, especially national highways and main traffic routes in the province.
The Commander of the Provincial Military Command coordinates with the Department of Agriculture and Environment to guide localities to perfect the agencies performing the tasks of natural disaster prevention, control and search and rescue in accordance with the Law on Civil Defense, the Law on Natural Disaster Prevention and Control and the organization of two-level local authorities. Directs, coordinates and cooperates with forces stationed in the area to review, develop plans, proactively mobilize forces and means to coordinate with localities and related forces to deploy natural disaster response, search and rescue, and quickly overcome the consequences of natural disasters according to regulations.
The Provincial Police Director directed local police to develop plans and proactively deploy support for people to prevent, combat, and overcome the consequences of natural disasters and incidents, and search and rescue when situations arise.
The Director of the Provincial Hydrometeorological Station directed to closely monitor the developments of floods and rains, forecast, and promptly inform relevant agencies, localities, and people to proactively deploy response work according to regulations.
Editor-in-Chief of Vinh Phuc Newspaper, Director of the Provincial Radio and Television Station directed the coordination with the Department of Agriculture and Environment, the Provincial Hydrometeorological Station and relevant agencies and units to coordinate with functional agencies to direct the strengthening of communication, raising awareness, instructing people on skills to prevent and combat natural disasters, especially flash floods and landslides; updating information and reporting promptly.
Other departments, branches, agencies, and units, according to their assigned functions and tasks, shall proactively direct and organize the implementation of natural disaster prevention and control work in the assigned state management fields, and promptly support localities in responding and overcoming situations when they occur.
