In recent years, the province has taken methodical and drastic steps in implementing a comprehensive digital transformation program on all three pillars: Digital Government, Digital Economy and Digital Society.
Prioritizing investment in building a synchronous and modern digital infrastructure platform has contributed to improving the operational and administrative efficiency of all levels of government, creating favorable conditions for business operations.
The province has synchronously deployed many solutions such as integrating and connecting database systems; developing online public service portals; applying digital technology in land, resource, environment, health, andeducation management; supporting businesses in digital transformation from raising awareness to applying modern management tools, e-commerce and exploiting big data.
By April 2025, Vinh Phuc was performing 1,779 administrative procedures; the rate of online public services reached 87.46%, of which the rate of full online public services reached 52.1%; the rate of partial online public services reached 35.2%.
According to statistics, the proportion of digital economy in the province's GRDP is increasing rapidly, especially in the fields of smart industry, e-commerce, information technology and digital services.
Small and medium enterprises, cooperatives, and business households have begun to access digital solutions to digitize production and business processes, expand markets, and improve competitiveness.
Along with that, the province has deployed smart agricultural models, applying IoT and AI technology in monitoring and caring for crops and livestock, bringing high added value.
This is the clearest proof that digital transformation is not only a trend but also a practical solution to help improve labor productivity and create new value for the local economy.
Currently, the province has more than 762 thousand activated electronic identification accounts; more than 176 thousand people have registered accounts on the province's administrative procedure settlement information system; more than 16 thousand digital signatures have been issued to individuals and businesses for electronic transactions. 100% of administrative procedure settlement records and results have been digitized and stored in the electronic data management warehouse of organizations and individuals at the National Public Service Portal.
Vinh Phuc Electricity Company is providing electricity to more than 245 thousand customers. Aiming to become a digital enterprise, the company has improved service quality, simplified procedures for new electricity supply, shortened time to access electricity, and promoted the application of information technology in customer care.
Communication channels are innovated through digital platforms such as the website, EVNNPC CSKH mobile application and online call center. The company also actively deploys non-cash payment methods through banks, e-wallets and online payment gateways, providing customers with many flexible, safe and convenient options when paying their electricity bills.
Currently, the Remote Control Center of Vinh Phuc Power Company is operating SCADA software to connect, monitor and remotely control 110kV and medium voltage equipment at 14/14 110kV transformer stations - all of which are operating in unmanned mode.
In addition, Vinh Tuong 220kV/110kV Substation (E25.10) has connected 28 medium voltage bays under the control of Vinh Phuc PC to the Remote Control Center. Modern technologies such as thermal cameras, flycams... are also applied to check the power grid, quickly detect and handle arising problems.
Up to now, Vinh Phuc Electricity Company has installed and operated over 243 thousand electronic meters on the remote measurement system (accounting for nearly 100% of the total number of meters under management and operation).
With the goal of achieving double-digit GRDP growth in 2025 and the following years, the province has identified digital transformation as one of the key pillars. To realize this goal, the province focuses on perfecting institutions and policy mechanisms, creating a favorable legal corridor to promote widespread digital transformation in all fields.
Focus on developing digital human resources, enhancing digital skills training for officials, civil servants and workers; at the same time, promote innovation, digital startups and create conditions for technology enterprises to develop, accompanying the government in the digital transformation process.
Strengthening public-private cooperation and attracting socialized resources to invest in infrastructure and digital services is also a key direction, contributing to creating a solid foundation for the province's goal of rapid and sustainable economic development.
