In 2024, the province will disburse 44 billion 823 million VND (reaching 97.2% of the plan) to invest in 8 projects to plan, arrange, and stabilize residents in necessary places in the province. In Bao Lac district, implementing the project to arrange residents in disaster areas in the hamlets: Ban Rieng, Son Lo commune; Coc Ngoa hamlet, Rien Thuong hamlet, Hung Dao commune, the district People's Committee has directed the commune to carry out the work of dividing plots, drawing lots to select and relocate households to resettlement areas; has built houses for 40 households in Ban Rieng hamlet with support funds contributed by organizations and individuals.
In Bao Lam district, the project to stabilize the population in the disaster-hit areas of Na Kieng, Phieng Phat, Tong Chao hamlets, Quang Lam commune, has basically completed the construction of leveling, domestic water supply, and power lines in the two residential clusters of Na Kieng and Tong Chao hamlets, and is moving the medium-voltage power line in Na Kieng residential area; the leveling area of Phieng Phat hamlet will be completed and handed over in 2025. The project to arrange the population of Ban Mieu, Phieng Ru, Na Luong, Na Tom, Na Lan hamlets, Vinh Quang commune has basically completed the construction of leveling, domestic water supply, and power lines to Na Lan residential area and will be completed and handed over within the year.
The resettlement project of Ta Can, Tong Cot commune (Ha Quang) has completed the handover to 14 households to resettle and stabilize their lives. The project of resettlement of natural disaster victims in Nam Dang - Po Lang village, Quang Trong commune (Thach An) has completed the traffic works, leveling the ground (3 areas) with a total area of about 3 hectares, providing electricity and water according to plan, 16/44 households have moved to live. The above resettlement sites are all invested in synchronous infrastructure, such as: traffic roads, electricity supply, water works, irrigation works, etc. At the same time, the local government supports funding for households to relocate to new places.
The Na Dai - Lung Lieng border settlement project in Bien Hoa hamlet, Dai Son commune (Quang Hoa) is currently handing over the site to the construction unit, however, there are still problems with the conversion of more than 1.5 hectares of forest that have not been implemented. The project for resettlement of residents in the disaster area of Canh Bien hamlet, Nguyen Hue commune (Hoa An) is temporarily suspended, because in the area above the project construction area, there are many locations of subsidence and subsidence with many horizontal and vertical cracks, the length of the cracks is about 200 m - 300 m, about 150 m from the project construction site with a relatively large slope. If the cracks and subsidence continue to develop, there is a possibility of forming a sliding arc that will directly affect and endanger the project being implemented.
Funds from the National Target Program 1719 have been providing timely support for the province to arrange and stabilize residents in necessary places. However, in reality, the province's need for arranging and stabilizing residents is still very large. The implementation process still faces some difficulties and obstacles because the resettlement projects only level the ground and create land for residential purposes without any production land fund to allocate to households. On the other hand, the majority of households are poor, there are no policies to support production and develop livelihood-generating industries, leading to people not really feeling secure moving to the new project area. In addition, the entire land area in the project area is public land, has not been mapped, the land area has been abandoned for many years, there is no basis for allocating residential land and production land to people; there is no funding for the work of making cadastral maps and planning, granting land use right certificates of the project...
Local authorities and Party committees need to make more efforts, allocate and effectively use the capital of the National Target Program 1719 and other resources to basically complete the work of settling down in areas at high risk of natural disasters. Strive to achieve the goal by 2025 of arranging and stabilizing 90% of households that migrated without planning; planning, arranging, relocating and settling 60% of ethnic minority households currently residing in areas at risk of flash floods, landslides; fundamentally solving the shortage of residential land and production land for ethnic minorities... so that people can feel secure in living and working in the new project area.
