The Provincial People's Committee issued Plan No. 1523/KH-UBND dated May 26, 2025 to implement Plan No. 439-KH/TU dated March 25, 2025 of the Provincial Party Committee on implementing Conclusion No. 115-KL/TW dated January 16, 2025 of the Politburo on continuing to implement Resolution No. 39-NQ/TW dated January 15, 2019 of the 12th Politburo on improving the efficiency of management, exploitation, use and promotion of economic resources in the province.

In order to improve the effectiveness of leadership, direction and propaganda work at the local level, Party committees at all levels, authorities, cadres, Party members and people in focusing on implementing tasks, solutions to manage, exploit, use and promote economic resources to meet the development requirements of the country and the province in the new period; at the same time, highly promote and effectively manage and use existing resources and new resources in accordance with the practical requirements of the province to create a basis for promoting growth and breakthrough development, contributing to the completion of the goals and targets for the period 2021 - 2025 and the orientation for the period 2026 - 2030 of the Party Congresses at all levels; closely follow the reality of the province to build practical, feasible and breakthrough solutions. The Provincial People's Committee issued a plan to improve the efficiency of management, exploitation, use and promotion of economic resources in the province.

The province is interested in supporting product development and finding consumption solutions to expand the market.

The general task and solution is to focus on reviewing and proposing the completion of institutions, mechanisms and policies on resource management and use, in line with the province's orientation for rapid and sustainable development; proposing amendments to sub-law documents in areas where there are problems. Streamlining and improving the effectiveness and efficiency of the management apparatus; promoting decentralization and delegation of authority associated with the responsibility of the head, inspection, supervision and effective use of resources. Carrying out the work of inventorying, evaluating and updating fully and substantially the resources of the local economy; participating in updating the database on resources, including both material and immaterial resources, traditional and modern resources, interconnecting, interconnecting, digitizing and sharing among sectors and levels as a scientific basis for implementing policies on management and effective use of resources.

Focus on implementing strategic breakthroughs in human resource development, especially high-quality, highly qualified human resources. Effectively implement policies to support human resource training in priority development sectors and fields of the province. Promote fundamental and comprehensive innovation in education and training, science and technology according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo .

Innovate planning, construction, management, and implementation of planning in conjunction with effective allocation and use of resources. Focus on completing key and synchronous infrastructure. Improve the effectiveness of resource management, environmental protection, and building a resource database. Resolutely resolve backlog issues that cause waste of resources. Focus on resolving obstacles in large mineral, energy, transportation, and urban projects.

Strongly develop the private economic sector in both quantity and quality. Enhance the capacity for autonomy, innovation and operational efficiency of enterprises and cooperatives. Continue to innovate and improve the quality and operational efficiency of the collective economy, with cooperatives as the core; prioritize the development of collective economic organizations associated with the development of high-tech agriculture, green economy and circular economy. Continue to improve the operational efficiency of state-owned enterprises in the province. Promote administrative reform, improve the PAR-INDEX; further improve and enhance the quality of the investment and business environment, create favorable conditions for economic sectors to invest and do business, ensure fair, equal and transparent competition. Focus on attracting investment and mobilizing financial resources.
