According to reports from localities: To proactively respond to all natural disaster situations, especially storm No. 3, localities are focusing on directing departments and units to effectively implement the "4 on-site" motto, taking "prevention as the main"; regularly disseminate, propagate and strictly implement legal regulations on dykes, irrigation works, and disaster prevention and control according to the direction of the Central Government and the province.
Strengthen inspection of dikes, embankments, culverts, and irrigation works according to assigned tasks and areas. Review the canal system, pumping stations, and plans to prepare materials and means for rescue missions when required. Detect, monitor, and promptly handle damaged works and dike surfaces to ensure safety in storm and flood prevention and control. Activate the response scenario for storm No. 3 in extreme weather conditions, complex developments, and prolonged heavy rain.
Localities review plans to mobilize human resources, materials, vehicles, etc. to serve disaster prevention and control and search and rescue work according to the "4 on-site" plan to ensure feasibility and practicality; at the same time, regularly check and review to replace and supplement human resources in a timely manner, ensuring quality when mobilization is needed.

Through the inspection, the Vice Chairman of the Provincial People's Committee requested: Localities organize a review and assessment of the current status of the dike system, focusing on locations where incidents occurred during the 2024 flood season; identify key areas, develop and activate, and be ready to operate key protection plans according to the "4 on-site" motto.
For potentially dangerous locations such as: culverts under weak dikes, vulnerable dike locations, etc., it is necessary to develop a detailed and specific protection plan, prepare materials, forces, and rescue equipment. Organize a permanent force to patrol, inspect, promptly detect and handle incidents during the rainy and flood season. Actively monitor closely forecasts and warnings about heavy rain and developments of rain, wind and storms to promptly inform people, especially in areas at risk of landslides and flooding so that people can proactively prevent. Deploy shock forces to inspect and review residential areas along rivers, low-lying areas, areas at risk of flooding and landslides to take measures to protect people and structures.
Organize forces to guard, control, support, and guide traffic safety for people and vehicles, especially in deeply flooded areas and areas at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; do not allow unfortunate human losses due to carelessness and subjectivity. Communes and wards are ready to drain floodwaters to protect production; prepare forces and means for rescue when requested.
The Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to proactively coordinate with localities to monitor and synthesize the natural disaster situation, and promptly report incidents to the Standing Office of the Provincial Civil Defense Command.
* On the morning of July 21, Comrade Nguyen Cao Son, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Economic Zone and Industrial Zone Management Board inspected the preparations for storm prevention and control at Chau Son Industrial Park and Ngoi Ruot Pumping Station.
Chau Son Industrial Park covers an area of 377 hectares, located in Chau Son, Phu Van and Ly Thuong Kiet wards. There are currently more than 140 enterprises operating in the fields of mechanics, electronics, agricultural processing and garment, attracting over 20,000 workers. However, this Industrial Park often experiences localized flooding during the rainy season, especially in low-lying areas. In addition, the 1.7 km long Bui dyke section running through this area also poses a risk of rising river water overflowing into the industrial park.
Ngoi Ruot Pumping Station has a total capacity of 62,000 m3/hour and plays a role in draining water for Chau Son Industrial Park, urban residential areas and part of the neighboring agricultural land. To temporarily cope with the frequent local flooding, the locality has deployed the installation of a field pumping station with about 10 large-capacity units, and at the same time requested relevant sectors to speed up construction progress and ensure safe operation during the rainy and stormy season.
At the inspection points, Vice Chairman of the Provincial People's Committee Nguyen Cao Son acknowledged the spirit of being prepared for storm prevention and control; at the same time, requested units and enterprises to urgently inspect and review areas at risk of flooding, especially at unfinished construction works and riverside areas, where localized flooding often occurs when water levels rise.
Proactively clear water flows, drainage channels, ditches, and water intakes; immediately brace factories, offices, and warehouses, remove billboards, and trim trees to protect the safety of constructions and electrical systems. Enterprises develop appropriate production plans to ensure the safety of workers; strictly implement the "4 on-site" motto, be on duty 24/7, closely monitor storm developments, be ready to respond, protect lives and property, prevent environmental incidents, and ensure conditions for rapid production recovery after storms.
* On the morning of July 21, the provincial working delegation led by comrade Nguyen Van Luong, member of the Provincial Party Standing Committee, Director of the Department of Construction, inspected the response to storm No. 3 in the communes of Lai Thanh, Dinh Hoa, Binh Minh, Kim Dong, and Yen Mac.
Also attending were leaders of the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Vietnam Fatherland Front Committee, the Provincial Farmers' Association, and leaders of a number of relevant departments and branches.
At the conference, representatives of the communes quickly reported on prevention and response to storm No. 3.
Accordingly, 100% of the People's Committees of communes have organized propaganda and provided guidance on disaster response skills to people, especially measures to ensure safety when there are strong winds, floods, and landslides.
Localities have urgently reviewed and developed plans to evacuate people in coastal areas and areas at high risk of landslides and flash floods to safe places; ensured support for food, clean water, and temporary accommodation for evacuated households. Ensured good storm response according to the "4 on-site" motto.
As a key commune in flood and storm prevention in the province with 17km of coastline, by 9:00 a.m. on July 21, Kim Dong commune had developed a rear plan, evacuated people and searched and rescued victims in coastal alluvial areas; built 9 key checkpoints in the area, and established a disaster prevention and control team.
Previously, as of 12:00 on July 20, about 700 lagoon owners had been notified and prepared to evacuate; 21 boats operating in the dynamic area had been guided to safe anchorage. Signed contracts to supply materials with 6 units and individuals supplying materials and means. Reviewed and counted the number of dilapidated houses, temporary houses, houses with lonely elderly people, and people farming aquatic products outside the dike to prepare evacuation plans to safe shelters. Coordinated with Kim Son Border Guard Station, Squadron 2 strictly prohibited ships and boats from going to sea from 7:00 on July 21, 2025.
Speaking at the conference, Director of the Department of Construction Nguyen Van Luong acknowledged the proactiveness, focus and seriousness of localities, agencies and units in responding to storm WIPHA according to the directives of the Central Government and the province. He requested that localities and units strengthen coordination and closely monitor the storm situation. Especially, closely follow the locality, key areas, proactively implement the "4 on-site" plan, and evacuate people in areas directly affected. In addition, step up information, propaganda, warning, and raise people's awareness of proactively implementing storm prevention and control measures. Absolutely do not be subjective or negligent in directing storm prevention and control.
Localities and units must closely monitor the storm's developments and update information to promptly adjust response plans and scenarios to meet the highest goal of ensuring absolute safety of life and minimizing damage to property of the people and the State. Communes are requested to proactively call for and mobilize human resources and materials from neighboring communes to respond to the storm. Prioritize ensuring safe and smooth traffic on national and provincial highways after the storm.
Next, Director of the Department of Construction Nguyen Van Luong inspected, visited, and encouraged the functional forces participating in preventing and responding to storm No. 3 at the critical point of CT11 culvert on Binh Minh 3 dike, Kim Dong commune.
