Police and military officers promoted to general rank in 2023

Deputy Minister Nguyen Duy Ngoc was promoted to the rank of Senior Lieutenant General.

On December 12, 2023, President Vo Van Thuong presented a decision to promote the rank from Lieutenant General to Senior Lieutenant General to Deputy Minister of Public Security Nguyen Duy Ngoc.

Senior Lieutenant General Nguyen Duy Ngoc was born in 1964, his hometown is Kim Dong, Hung Yen. He is a member of the 13th Party Central Committee and Deputy Minister of Public Security.

Mr. Nguyen Duy Ngoc worked for a long time at the Hanoi Police Department and held the position of Deputy Director of the Hanoi Police Department and Head of the Hanoi Police Investigation Agency. He was then appointed Deputy Director General of the General Department of Police, Ministry of Public Security; Director of the Department of Investigation Police for Crimes of Corruption, Economy, and Smuggling.

From August 2019 to present, Mr. Nguyen Duy Ngoc is Deputy Minister of Public Security.

Two Deputy Ministers of Public Security promoted to Lieutenant General

On December 15, 2023, authorized by the President, Minister of Public Security To Lam presented the decision to promote the rank from Major General to Lieutenant General to Deputy Minister Le Van Tuyen and Deputy Minister Nguyen Van Long.

Lieutenant General Le Van Tuyen was born in 1973, his hometown is Ung Hoa district, Hanoi. He used to be Deputy Head of Department, Head of Department, Deputy Chief of Staff of the General Department of Politics of the People's Public Security.

From December 2017 to December 2019, Lieutenant General Le Van Tuyen was assigned to work and hold the position of Director of Dak Nong Provincial Police. From December 2019 to March 2021, he was Director of Dak Lak Provincial Police.

Then in March 2021, he was transferred to hold the position of Permanent Deputy Head of the Inspection Committee of the Central Public Security Party Committee. From January 2022, he has been Deputy Minister of Public Security.

Lieutenant General Nguyen Van Long was born in 1974, his hometown is Yen Dung district, Bac Giang province. He used to hold the position of Chief of Staff of the Environmental Crime Prevention Police Department; Deputy Director and Director of Bac Ninh Provincial Police.

In 2019, Mr. Nguyen Van Long was appointed Director of the Department of Investigation Police for Crimes of Corruption, Economy and Smuggling and 2 years later was promoted to the rank of Major General (the youngest Major General in the police force at that time). From January 2022, he has been Deputy Minister of Public Security.

Deputy Director of Ho Chi Minh City Police Mai Hoang was promoted to the rank of Major General.

On December 15, 2023, authorized by the President, Minister of Public Security To Lam presented the decision to promote the rank from Colonel to Major General to Mr. Mai Hoang - Deputy Director of Ho Chi Minh City Police.

Mr. Mai Hoang was the youngest Major General of the People's Public Security force at the time of his promotion.

Major General Mai Hoang was born in 1979, his hometown is Hung Yen. Major General Hoang started out as a criminal detective of Yen Chau District Police, Secretary of the Moc Chau District Police Youth Union (Son La). He has held many positions: Team Leader, Deputy Chief of Van Ho District Police, Deputy Chief of Criminal Police Department, Chief of Moc Chau District Police...

On April 3, 2020, the Minister of Public Security decided to transfer and appoint Lieutenant Colonel Mai Hoang to the position of Deputy Director of the Criminal Police Department. In December 2020, he was promoted from Lieutenant Colonel to Colonel.

On July 25, 2023, the Ministry of Public Security announced the decision to transfer Colonel Mai Hoang, Deputy Director of the Criminal Police Department, Ministry of Public Security, to be Deputy Director of Ho Chi Minh City Police.

Colonel Dinh Van Noi was promoted to Major General.

On January 7, 2023, the Ministry of Public Security held a ceremony to announce the President's decision to promote Colonel Dinh Van Noi, Director of Quang Ninh Provincial Police, to the rank of Major General.

Major General Dinh Van Noi was born in 1976, hometown Long Hoa ward, Binh Thuy district, Can Tho city. He has held positions such as Chief of Phong Dien district police, Deputy Director of Can Tho city police.

On June 27, 2020, Mr. Dinh Van Noi was transferred and appointed as Director of An Giang Provincial Police.

On August 31, 2022, Colonel Dinh Van Noi was handed a decision by the Minister of Public Security to resign from the position of Director of An Giang Provincial Police to take up the position of Director of Quang Ninh Provincial Police from September 1, 2022.

Deputy Chief of the General Staff of the Vietnam People's Army Pham Truong Son was promoted to the rank of Lieutenant General.

On December 17, 2023, on behalf of the President, General Phan Van Giang, Minister of National Defense, presented the decision to promote the rank from Major General to Lieutenant General to Deputy Chief of the General Staff of the Vietnam People's Army Pham Truong Son.

Lieutenant General Pham Truong Son was born in 1967, his hometown is Duc Tho town, Duc Tho district, Ha Tinh. In the years 1985 - 1988, he joined the army and studied to fly military aircraft in Kracnodar (former Soviet Union). After that, he worked for many years at Regiment 937, Division 370, Air Defense - Air Force.

From December 2018 to November 2019, Mr. Pham Truong So held the position of Deputy Chief of Staff of the Air Defense - Air Force.

At the end of 2019, he was appointed by the Prime Minister to hold the position of Deputy Commander of the Air Defense - Air Force, and was awarded the rank of Major General by the President.

In August 2022, the Prime Minister decided to appoint Mr. Pham Truong Son, Deputy Commander of the Air Defense - Air Force, to hold the position of Deputy Chief of the General Staff of the Vietnam People's Army.

Lieutenant General Trinh Van Quyet was promoted to military rank.

On August 8, 2023, President Vo Van Thuong presented the decision to promote the rank from Lieutenant General to Senior Lieutenant General to Mr. Trinh Van Quyet, Deputy Director of the General Department of Politics of the Vietnam People's Army.

Senior Lieutenant General Trinh Van Quyet was born in 1966, from Hai Duong, and has a bachelor's degree in Party Building and State Agencies. He is a member of the 13th Party Central Committee.

Mr. Trinh Van Quyet was once Deputy Political Commissar of Military Region 2. Then, in May 2016, he was appointed by the Prime Minister to the position of Political Commissar of Military Region 2 and the Central Military Commission Standing Committee appointed him to the position of Secretary of the Party Committee of Military Region 2. In August 2016, he was promoted to the rank of Major General and 4 years later was promoted to the rank of Lieutenant General.

In April 2021, Mr. Trinh Van Quyet was appointed by the Prime Minister to hold the position of Deputy Director of the General Department of Politics of the Vietnam People's Army.

Promoted to the rank of Senior Lieutenant General for Deputy Chief of the General Staff of the Vietnam People's Army Nguyen Van Nghia

On March 16, 2023, President Vo Van Thuong presented a decision to promote the rank of Lieutenant General to Senior Lieutenant General for Deputy Chief of the General Staff of the Vietnam People's Army Nguyen Van Nghia.

Senior Lieutenant General Nguyen Van Nghia is from Van Trung commune, Viet Yen district, Bac Giang province. Before 2013, Mr. Nguyen Van Nghia held the position of Division Commander of Division 325 (2nd Corps). In 2013, he was appointed Deputy Commander and Chief of Staff of 2nd Corps.

After 2 years, Mr. Nguyen Van Nghia held the position of Commander of the 2nd Army Corps and was promoted to the rank of Major General.

Before holding the position of Deputy Chief of the General Staff of the Vietnam People's Army (January 2020), Mr. Nguyen Van Nghia held the following positions: Deputy Commander, Chief of Staff of Military Region 2; Director of the Military Department (General Staff of the Vietnam People's Army).
