Administrative reform towards a serving government

In the context of strong innovation in the organization and operation methods of state administrative agencies, Tuy Hoa City has actively implemented the Plan to implement the Overall Program of State Administrative Reform for the period 2021-2030 under the direction of the Government, contributing to building a modern, transparent, and effective administration, serving people and businesses better and better.

All-round effort

After 5 years of implementation, Tuy Hoa City has achieved many outstanding results in 6 key contents of administrative reform (AR): institutional reform, administrative procedure reform (AP), organizational reform, building and improving the quality of staff, public finance reform and administrative modernization. Notably, the City People's Committee has reorganized the organizational apparatus of agencies and units in accordance with regulations; promptly consolidated, perfected and arranged the positions of officials and civil servants of the city and wards and communes in accordance with regulations. The modern one-stop, one-stop mechanism at the city's Reception and Results Department continues to be implemented, creating favorable conditions for organizations and individuals when contacting to resolve administrative procedures. 100% of online administrative procedure records are processed completely online, people only enter data once. The satisfaction level of people and businesses with the resolution of administrative procedures is over 90%. The satisfaction level with the results of handling administrative procedures on the Provincial Public Service Portal reached 100%. The digitization of records of results of handling administrative procedures on the Provincial and Municipal Public Service Portal reached 90.4%. 100% of internal administrative procedures between state administrative agencies were announced, made public and updated promptly...

Mr. Truong Tran Hoang Nguyen, Vice Chairman of Ward 1 People's Committee, said: Over the past 5 years, the ward has proactively applied information technology to the management and settlement of administrative procedures, helping to reduce the time for processing records for people. In particular, in the work of streamlining the apparatus, the ward has also proactively implemented and created high consensus among cadres and civil servants. However, to further improve the quality of service, the ward recommends that the city continue to support upgrading digital infrastructure and organizing in-depth training for grassroots cadres.

According to Mr. Nguyen Thai Binh, Head of the Department of Internal Affairs of Tuy Hoa City, in the period of 2021-2025, the City People's Committee promptly issued 217 documents directing the implementation of administrative reform; inspected the implementation of administrative reform at 34 agencies, units and localities. Thereby, agencies, units and localities have reported on overcoming the shortcomings discovered through inspections, improving the administrative reform index. Up to now, 100% of administrative procedures under the authority of the City People's Committee have been received and resolved under the one-stop and one-stop mechanism. The City People's Committee has rearranged specialized departments from 11 departments to 9 departments; received the medical center from under the Department of Health to under the City People's Committee. The Department of Internal Affairs has also advised on developing plans and projects to arrange and streamline the organization of specialized agencies under the City People's Committee and arrange personnel after organizing the organization. Information infrastructure from the city to the ward and commune level has been invested in and upgraded step by step to modernize. In particular, the “Golden Week” initiative of the City People’s Committee in handling procedures for granting land use right certificates has been replicated by the Provincial People’s Committee in the province. These are clear evidences of the determination and synchronous participation of the entire political system in implementing the administrative reform program.

Much work to do

Mr. Cao Dinh Huy, Chairman of Tuy Hoa City People's Committee, said that the results achieved in administrative reform of the city are encouraging, but there is still much work to be done. That is, the coordination between agencies and units to perform the tasks assigned by the Provincial People's Committee is still slow, there are petitions that go beyond the level, affecting the results of the assessment of the quality of the City People's Committee's activities; annual budget collection and disbursement of public investment capital do not meet the targets; some land-related files are still behind schedule. Therefore, it is necessary to continue to promote digital transformation, improve the capacity of officials and take people's satisfaction as a measure of reform effectiveness.

The results achieved in the city's administrative reform are encouraging, but there is still much work to be done.

Accordingly, the city will focus on strictly implementing regulations on records, procedures, processes, and progress in the issuance of legal documents according to the law and guiding decrees; regularly reviewing and systematizing legal documents to promptly propose amendments, supplements, repeals, or issuance of legal documents under its authority. Strengthening the monitoring of law enforcement with the development and improvement of laws, gradually shifting from process-based assessment to comprehensive, effective, and efficient assessment of results, improving the quality of law making and law enforcement. Continuing to improve the team participating in the issuance and review of legal documents to meet the capacity, in accordance with the requirements and tasks prescribed.

The City People's Committee also continues to direct agencies and units to simplify administrative procedures, reduce unnecessary administrative procedures; strengthen propaganda to submit public services online, receive and process online records to meet the targets assigned by the province. Urgently arrange administrative units and build a two-level local government organization model; appoint positions and implement policies for cadres, civil servants and public employees in accordance with regulations; promptly issue documents under the authority of the locality on the management and use of public assets. Continue to promote the application of information technology in building administrative procedure settlement processes within agencies and units in a scientific manner, ensuring speed, convenience, and shortening the implementation time for individuals and organizations.
