BTO-On the afternoon of May 20, Chairman of the Provincial People's Committee Doan Anh Dung chaired an online conference to report on the analysis of administrative reform indexes (Par Index), satisfaction index of people and organizations with the services of state administrative agencies (SIPAS), Public Administration Performance Index (PAPI), Provincial Competitiveness Index (PCI) and Green Index (PGI) in 2023 of the province, solutions to improve competitiveness and satisfaction of people and businesses.
Also attending the meeting were Vice Chairmen of the Provincial People's Committee Nguyen Minh and Nguyen Hong Hai; representatives of the VCCI Representative Office in Binh Thuan , leaders of relevant departments, branches and sectors and online connections to localities in the province.

At the meeting, leaders of the Department of Home Affairs and the Department of Planning and Investment reported and analyzed the results of the PAR INDEX, SIPAS, PAPI, PCI, PGI indexes of the province in 2023. Accordingly, the PCI index in 2023, in the ranking of Binh Thuan ranked 18/63 provinces and cities, up 24 places; reaching 68.06 points, up 3.67% points compared to 2023. Binh Thuan is in the Top 30 provinces and cities with the best governance quality in the country (including 2 criteria with large weights that have just increased points and ranks a lot, namely: The dynamism of the provincial government increased by 45 places and Business support policies increased by 36 places) has greatly impacted the increase in Binh Thuan's PCI ranking in 2023.
Binh Thuan's PCI in 2023 is the year it has achieved its highest ranking in nearly 15 years. This shows that, in recent times, provincial authorities at all levels have made many drastic efforts to improve the province's investment and business environment, especially the dynamism of the provincial People's Committee and the timely direction of the Provincial Party Committee in improving the business environment.
Regarding the PAR INDEX in 2023, the province ranked 61/63 provinces and cities, up 2.42% and down 1 rank compared to 2022. Meanwhile, the SIPAS index in 2023 of the province reached 79.4%, ranked 56/63 provinces and cities, up 6.5% and up 7 ranks compared to 2022. There are 3/9 contents that increased in rank compared to 2022, including: Institutional reform (up 4 ranks); Administrative procedure reform (up 7 ranks) and SIPAS index (up 7 ranks).

Regarding the 2023 PAPI index of Binh Thuan province, it reached 42.47/80 points - ranked 29/63 provinces and cities (down 2.07 points and down 22 ranks compared to 2022), belonging to the group with high average scores.
The PGI Green Index results aim to support provincial and municipal governments in improving the quality of environmental governance, towards green growth and sustainable development. In the 2023 PGI rankings, Binh Thuan ranked 28th out of 63 provinces and cities, up 33 places, reaching 22.06 points, up 9.31 points compared to the same period in 2022.

At the meeting, delegates focused on clarifying the causes and proposing solutions to improve the indicators, enhance competitiveness and satisfaction of people and businesses in the coming time.
Raising awareness and importance of administrative reform
Chairman of the Provincial People's Committee Doan Anh Dung acknowledged the efforts of all levels and sectors to actively and resolutely implement effectively the tasks and solutions to improve and raise the indexes to increase scores compared to 2022.
At the same time, the Chairman of the Provincial People's Committee frankly pointed out the difficulties and limitations such as: Although the PAR INDEX and SIPAS scores have improved compared to the previous year, the scores and rankings are still lower than the national average. The coordination between local departments and branches is not tight and timely, and the slow participation in giving opinions affects the progress of work. Many difficulties and obstacles for investors, despite determination to resolve them, have not achieved high results. The land sector is still a major bottleneck, and the inconvenience in implementing land procedures has not been improved. The settlement of land records is still longer than the prescribed time, which is the problem that many businesses in the province encounter the most. There is still a situation where a number of officials and civil servants work half-heartedly...

The Chairman of the Provincial People's Committee directed that in the coming time, departments, branches, localities, especially leaders, thoroughly grasp and raise awareness of cadres, civil servants, public employees, workers and all people about the meaning, role and importance of administrative reform, improving the investment and business environment, enhancing the province's competitiveness and considering this an important political task, a lever to promote development in the coming time. Thereby, successfully implementing the province's theme in 2024 on "Improving competitiveness and satisfaction of people and businesses". The consistent viewpoint of the province is that the government accompanies businesses and creates all favorable conditions for businesses and investors to produce and do business in the province.
The Chairman of the Provincial People's Committee requested heads of departments, branches, and chairmen of district, town, and city People's Committees to be pioneers, exemplary, proactive, and creative in overcoming old working styles and practices to improve the indicators. Based on the criteria and ranking indicators, promote the indicators with good results; at the same time, develop a plan to clearly assign responsibilities, time, tasks, and specific solutions to improve the contents and scores of criteria that do not meet the score or score lower than the maximum standard score within the scope, management and monitoring responsibilities of their agencies and localities.
Along with that, review and simplify cumbersome and time-consuming administrative procedures, especially in the fields of land and construction.
