The East-West Avenue in the old Tan Son ward was also deeply flooded, causing traffic congestion. An Hung urban area, Dong Quang ward; Tay Son 3 street, Dong Ve market, Dong Phat apartment complex of Hac Thanh ward; many traffic points, residential areas, and offices in the wards were also heavily flooded, with very slow drainage.
The operating line, high pressure pumps, and cleaning machines at Mat Son Water Plant are in an alarming state. The company must remove the machines, move them to a dry place, temporarily stop operations, and supply clean water to customers. Thanh Hoa Water Supply Joint Stock Company has operated at maximum capacity to process and supply clean water from the Water Plants in Ham Rong and Quang Thinh; making efforts to overcome the situation, put Mat Son Water Plant into operation, and soon resume supplying clean water, ensuring the rights of customers.

Faced with the current flooding situation in Thanh Hoa provincial capital, the leader of Thanh Hoa Department of Agriculture and Environment analyzed: Currently, the drainage system for the provincial capital mainly drains water through three canals, self-flowing drainage culverts in Ben Ngu, Quang Chau, and Song Do culvert. To drain water for Thanh Hoa provincial capital, it is necessary to invest in building motor pumping stations, ensuring active operation of drainage pumps. In addition, it is necessary to pay attention to and invest in a synchronous drainage system for Nghi Son Economic Zone, ensuring continuous production activities of factories in this area, as well as activities and stabilizing the lives of people in the southern region of Thanh Hoa province.

Chairman of Thanh Hoa Provincial People's Committee Do Minh Tuan agreed with the above proposal and requested the Department of Agriculture and Environment to review, evaluate, and if necessary, propose to add more dynamic pumping stations to localities and provide additional necessary equipment for the "4 on-site" force.
Along with directing and continuing to effectively implement the Project on arranging and stabilizing residents to prevent landslides, rockfalls, flash floods; Thanh Hoa provincial leaders requested that, in addition to the existing landslide, flash flood and flash flood risk warning system, it is necessary to research, propose and purchase equipment to observe and detect risks and hidden dangers, especially the possibility of landslides and rockfalls from above.
