Cam Pha: Focus on site clearance for key projects

The construction site for the project to renovate and upgrade National Highway 279 through Cam Pha City has not been completely resolved.

Regarding 6 key projects that Cam Pha City is focusing on implementing land acquisition and clearance, they are: Project to renovate and upgrade National Highway 279 from km0+00 to km8+600 in Cam Pha City; project to handle potential traffic accident points, section Km30+650-Km30+970 and Km34+050-Km34+300 on DT326 in Duong Huy commune; project to renovate and expand Deo Nai coal mine in Duong Huy commune; Quang Ninh LNG Power Plant project in Cam Thinh ward; project to build an overpass over the Ha Long - Cam Pha coastal road and the road leading to the port cluster Km6 combined with a green landscape area and car wash station in Quang Hanh ward; project to relocate households in Group 1, area 13, Mong Duong ward.

These are projects that Cam Pha City has identified as key and focused on completing in 2025, so from the beginning of the year, the Party Committee, the government, the Fatherland Front and socio-political organizations in the area have urgently implemented solutions to speed up the completion of site clearance work. However, due to the nature of site clearance work, which is applied to the provisions of the 2024 Land Law, the Government's guiding decrees and is related to many procedures of many levels, many sectors and mechanisms and policies that are always changing, site clearance work faces many difficulties.

The project to renovate and upgrade National Highway 279 from km0+00 to km8+600 in Cam Pha City, passing through Quang Hanh Ward, affects 105 organizations, households and individuals, with a total land acquisition area of ​​over 61 hectares (after planning adjustment, it increased to about 63.0 hectares). This is a project with a large area of ​​land acquisition, the determination of land origin is complicated, time-consuming and planning adjustments have been made. Up to now, Cam Pha City has carried out the investigation, survey, recording of the current status, measurement, counting, statistics, classification of the land acquisition area and assets attached to the acquired land for all organizations and individuals within the project's impact boundary.

With specific solutions in leadership and direction in implementing tasks with the motto "Clear people - clear work - clear responsibility", up to now, Cam Pha City has handed over 3 batches of clean land to the investor to implement the project, with a total area of ​​over 341,000m2 ^.   land; the remaining areas are being implemented very strongly by Cam Pha City for 80 organizations, individuals, and households after the planning adjustment is classified into 2 groups (group of 40 organizations and individuals not affected by the boundary after the planning adjustment and 40 organizations and individuals affected by the boundary and area recovered after the planning adjustment).

For the group not affected by the boundary after the planning adjustment, there are currently 11 households and individuals agreeing to the compensation plan and handing over the site; 5 organizations have issued land recovery decisions and decisions approving the compensation plan; the remaining cases are in the process of posting the draft compensation plan, organizing to collect opinions and dialogue to create consensus among people affected by the project, and it is expected to complete the process of issuing decisions approving the plan in April 2025. For the group of cases affected by the boundary and recovered area after the planning adjustment, because the investor has not agreed to submit to the Provincial People's Committee for consideration and adjustment of the investment project as well as the excerpts and maps of land acquisition and clearance of the adjusted planning area have not been completed... so the People's Committee of Cam Pha City does not have enough grounds to issue a notice of land recovery (adjustment) as a basis for establishing a compensation plan according to regulations.

Mr. Nguyen Tien Phong, Vice Chairman of Cam Pha City People's Committee, said: Regarding the content of cases that are affected by the boundary and area of ​​land acquisition after the planning adjustment, on April 3, 2025, Cam Pha City People's Committee worked with the Provincial Traffic and Rural Construction Project Management Board to agree on the implementation plan. The City People's Committee assigned the Cam Pha Construction Project Management Board to review and focus on implementing the commitments on progress, time to complete the dossier, compensation plans, and site clearance of the cases. Periodically report weekly or suddenly the results, problems, and difficulties in the implementation process to the Vice Chairman of the City People's Committee in charge of the field.

The Quang Ninh LNG Power Plant Project in Cam Thinh Ward is also being actively implemented by Cam Pha City for site clearance. The project has a planned area of ​​25.42 hectares, affecting 3 organizations and 8 households. Up to now, the inventory of architectural assets, trees and crops on the land of 10 affected organizations and individuals has been carried out. The guiding viewpoint of Cam Pha City is to complete the land recovery of the project in May 2025; if organizations and households do not agree, the land recovery will be enforced, ensuring that the Quang Ninh LNG Power Plant project is implemented soon.
