(Dan Tri) - The Prime Minister pointed out the reality that a number of cadres and party members have the mindset of "doing a lot makes a lot of mistakes, doing a little makes a little mistake, not doing anything makes no mistakes", leading to working half-heartedly, pushing things around, avoiding, and being afraid of making mistakes and not daring to do anything.

On the afternoon of December 1, Prime Minister Pham Minh Chinh chaired the Government Party Committee's Conference on summarizing the work of preventing and combating corruption, waste, and negativity during the 13th Party Congress term.

Summarizing many outstanding results in preventing and combating corruption, waste and negativity, the Prime Minister also frankly acknowledged that this work still has limitations and inadequacies.

Corruption in some areas remains serious.

Leaders and heads in some places and agencies have not paid due attention to the position, role and importance of the work of preventing corruption, waste and negativity, which has led to a lack of determination in direction and handling of corruption in a strict and ineffective manner; self-inspection, self-detection and handling of corruption within agencies and units is still a weak link.

According to the Prime Minister, petty corruption, harassment, and negativity in the administrative and public service sectors have not been prevented and pushed back. Corruption in some areas remains serious and complicated with increasingly sophisticated manifestations, causing outrage in society.

Government leaders also pointed out the reality that a number of cadres and party members have the mindset of "doing more makes more mistakes, doing less makes less mistakes, not doing anything makes no mistakes", "it's better to stand before a disciplinary council than stand before a trial council", leading to working half-heartedly, pushing things around, avoiding things, and being afraid of making mistakes.

"Corruption, waste, and negativity are still among the risks threatening the survival of our Party and regime; we must be vigilant, prevent, and repel corruption, waste, and negativity, and not be negligent or lose vigilance," the Prime Minister emphasized.

In the coming time, the head of the Government will thoroughly grasp many key tasks and solutions to prevent corruption, waste, and negativity.

First of all, he emphasized that the Government Party Committee considers this a key, urgent, regular, continuous, and vital political task, closely linked to the work of Party building and rectification, and consolidating a clean and strong political system.

The Government is also determined to synchronously, effectively and efficiently implement institutions to prevent and combat corruption, waste and negativity; build standards, regulations, procedures and processes for performing tasks to contribute to preventing and combating corruption, waste and negativity.

The Prime Minister requested ministries, branches and localities to urgently and resolutely review current regulations to continue amending and supplementing them in the direction of clearly defining the responsibilities of leaders in inspecting, detecting and handling corruption and negativity.

Along with that, he noted protecting those who dare to fight, dare to think, dare to do, dare to innovate for the common good; minimizing the negative impact of "interest groups", preventing the risk of corruption and negativity right from the time of policy and law making.

Resolutely resolve loss-making, backlogged, and long-term projects

On the other hand, the Prime Minister emphasized the need to proactively prevent, promptly detect, strictly handle acts of corruption, waste, negativity, and thoroughly recover corrupt and wasteful assets; taking prevention as fundamental, strategic, long-term, and decisive, and combat as important, breakthrough, and regular.

The Government Inspectorate is assigned to focus on inspecting sensitive areas with a lot of public opinion about corruption and negativity; promptly transfer cases with signs of crime to the investigation agency for strict handling in accordance with the law.

The Prime Minister requested to ensure that the detection and handling of corruption cases are timely and strict, without any forbidden areas or exceptions. At the same time, he emphasized the need to study and improve the effectiveness of the recovery of corrupt assets, overcome difficulties and obstacles in the mechanism of handling evidence, contributing to the release of resources, putting assets into circulation, and avoiding loss and waste.

Along with promoting administrative reform, streamlining the apparatus and reducing staff, the Prime Minister requested to focus on developing and applying science and technology, digital transformation, and innovation; promoting decentralization and delegation of power associated with supervision, inspection, and eliminating the "ask - give" mechanism.

"Perfecting the organizational structure, building agencies and units to do the work of preventing and combating corruption, waste, and negativity, and preventing and combating corruption and negativity, first of all, within the agencies that prevent and combat corruption and negativity," is also a requirement emphasized by the Government leaders.

The Prime Minister also directed the building of a team of professional, disciplined cadres, civil servants and public employees who strictly follow administrative regulations, have capacity, qualities, courage, integrity and transparency, and meet task requirements.

Along with that, he thoroughly and resolutely rectified and handled the situation of working half-heartedly, avoiding, pushing, and fearing mistakes among cadres and party members, especially leaders and managers at all levels.

Another important task mentioned by the Government leader is to resolve loss-making projects, long-standing important energy projects, forced transfer banks, SCB; thoroughly handle and report to competent authorities; propose competent authorities to continue handling nearly 3,000 long-standing and backlogged projects.

Assessing corruption and negativity as "internal invaders", the Prime Minister stated that this is a long-term, difficult, complicated and very sensitive struggle. Therefore, according to the Prime Minister, we must always maintain our courage and alertness with a warm heart, a cool head and a revolutionary spirit in preventing and combating corruption, waste and negativity.
