Blocks A2 and A3 at the Student Housing Area in Phap Van - Tu Hiep (Hoang Mai District, Hanoi) will be renovated and upgraded to become social housing...
Recently, Chairman of Hanoi People's Committee Tran Sy Thanh assigned the Department of Construction and the City Civil Works Construction Investment Project Management Board to urgently complete, renovate and upgrade the student housing project into social housing in Phap Van - Tu Hiep urban area, Hoang Liet ward, Hoang Mai district, Hanoi. The Phap Van - Tu Hiep student housing project was implemented in 2009, built on an area of 40,000m2. However, by 2015, due to many problems, only blocks A1, A5, A6 were completed and put into use. The project is invested with the State budget with a total cost of nearly 2,000 billion VND, with a scale of 6 high-rise building items (A1, A2, A3, A4, A5, A6), expected to be completed in 2011. Photo: Minh Tien.
The project is expected to provide accommodation for about 22,000 students studying and researching in Hanoi. Photo: Minh Tien.
However, according to Dan Viet reporters, many A2 and A3 buildings have been completed with the rough construction, then stopped construction and have been abandoned until now due to issues related to construction funding. In particular, A4 building has not been able to be implemented due to problems with site clearance. Photo: Minh Tien.
After more than ten years of "abandoning", buildings A2 and A3 have rusted steel and moldy cement floors. Photo: Minh Tien.
Many items outside the project such as parking lots, restaurants, tea shops, scrap metal shops, etc. opened, making the residential area even more shabby. Photo: Minh Tien.
The gate leading to the A2, A3, A4 buildings is shabby, with garbage piled up around it. Right at the entrance is where the residents graze their livestock. Ms. Nguyen Hoang Phuong Trang (Hoang Mai district, Hanoi) said that many of the buildings in this project have been abandoned for many years, overgrown with grass and trees, and are increasingly degraded, causing great waste. "While the current housing prices are too expensive, owning a house is very difficult. If the abandoned buildings are converted into social housing, this will be good news for low-income people in the capital Hanoi," Ms. Trang said happily. Photo: Minh Tien.
Although building A1 was handed over in 2015, when the Covid-19 pandemic broke out, the city arranged building A1 as a quarantine area for patients. After the Covid-19 pandemic, the building was closed and "lying still", overgrown with weeds, seriously degraded. Photo: Minh Tien.

Sports facilities, fence systems, and sidewalks for pedestrians are also in disarray and rusty. Photo: Minh Tien.
Currently, this student housing area has about 3,000 students living. The playground area between buildings A5 and A6 has very few students. Tran Thi Thanh Thao (born in 2004), a third-year student at Thang Long University (Hanoi) shared that she used to live in Hoang Mai district but the price was high so Thao applied to live in this student housing area. The services here are much cheaper than when Thao lived outside, and it only takes Thao about 30 minutes to get to school by bus. Photo: Minh Tien.
Dr. Architect Dao Ngoc Nghiem, Vice President of the Vietnam Urban Planning and Development Association, said that Hanoi has nearly 60 universities and colleges, so students are one of the groups that need special attention in terms of accommodation. However, housing projects must be suitable for students to travel and study conveniently. In fact, this Phap Van student housing area does not attract many students to live here. Photo: Minh Tien.
"The policy of converting student housing into social housing is correct. However, it should be noted that depending on the subject, there will be different structures, designs, auxiliary works, and accompanying public spaces. When converting, it is necessary to consider whether these factors are complete to ensure quality of life, attract participants, and especially not waste resources," said Mr. Dao Ngoc Nghiem. Planning expert, Dr. Architect Ngo Viet Nam Son said that he personally agrees with the policy of the Chairman of the Hanoi People's Committee. This goal is more suitable for the function of social housing than the function for students. Unused housing will be damaged, infrastructure will degrade, if left unused like this, it will be a huge waste. If this project is implemented and renovated, it will both create vitality for the area and bring efficiency to this project. Photo: Minh Tien.
At a number of recent meetings with voters, voters in Hoang Mai district have requested the city to speed up the conversion of student housing areas into social housing. This will contribute to providing more affordable housing for policy beneficiaries, especially those with housing difficulties. Photo: Minh Tien.
