The required progress is that the dredging must be completed in the third quarter of 2025 so that the units implementing the project of taking water from the Red River into the To Lich River can start building infrastructure items such as pumping stations, ditches, channels, especially dams to retain and regulate water. The dams to retain water are initially identified at the following locations: Cot Bridge (Yen Hoa, Cau Giay), Dau Bridge (Linh Dam, Hoang Mai), Quang Bridge (Thanh Liet, Thanh Tri).

At Quang bridge area (Thanh Liet, Thanh Tri), construction units have cordoned off and drained the water to build a dam.

The To Lich River here has been narrowed to about 2 meters to ensure drainage.
