At the workshop, experts said that the research university model is where scientific research and innovation activities are considered core, closely linked to the training quality and academic reputation of the school.
Successful research universities typically have excellent faculty and scientists, modern facilities, diverse and sustainable financial resources, a wide network of collaborations, and an academic environment that encourages creative and innovative thinking.
Recently, the Party and State have issued many important policies and guidelines to promote the development of science, technology, innovation and digital transformation.

These policies have been creating opportunities and favorable conditions for universities to develop breakthroughs, strongly transform research activities, application and technology transfer, and at the same time encourage innovation and startups.
At the workshop, Mr. Tran Nam Tu, Deputy Director of the Department of Science, Technology and Information, Ministry of Education and Training emphasized the importance of promoting scientific research in schools.
Mr. Tran Nam Tu also said that the Ministry of Education and Training is drafting a project to develop universities into strong research entities, closely combining research, application and training.
Accordingly, by 2030, the country plans to develop 15-20 public universities with leading capacity, prestige, and strengths in research, application, and innovation. Of which, there will be strong investment and a unique, outstanding mechanism to develop at least 2 elite universities following the model of international-class research universities.

By 2035, develop 25-30 public universities with leading capacity, prestige, and strengths in research, application, and innovation. In particular, invest heavily and have special, outstanding mechanisms to develop 3-5 elite universities following the model of international-class research universities.
Speaking at the workshop, Deputy Minister of Education and Training Nguyen Van Phuc requested relevant units to review the difficulties and shortcomings that have led to universities not developing into strong research entities. At the same time, reassess the current situation of leading research teams and propose solutions to develop young scientists.
Deputy Minister Nguyen Van Phuc also requested units to review current financial mechanisms and investment resources to have appropriate policies and remove bottlenecks for universities to develop research sustainably.
