Salary classification based on appropriate job title

I am a kindergarten employee, on the payroll, receiving salary level 3. I studied preschooleducation and graduated. I wish to switch to a preschool teacher. I would like to ask, in my case, if I switch to a preschool teacher, will I be able to keep the old salary coefficient or will I have to return to the starting salary coefficient as when I was first recruited? Clause 5, Article 13 of Decree No. 115/2020/ND-CP of the Government stipulates that in case a person is recruited or accepted as a civil servant under the provisions of this Decree, and is assigned to work in the correct field or profession for which he/she was trained or in the correct professional field previously held, the working period with compulsory social insurance payment according to the provisions of the Law on Social Insurance before the date of recruitment or acceptance as a civil servant (if there is a working period with compulsory social insurance payment that is not continuous and has not yet received a one-time social insurance subsidy, it will be accumulated) at the training level corresponding to the training level required by the job position recruited or accepted shall be calculated as the basis for salary arrangement according to the professional title appropriate to the job position recruited or accepted. Salary arrangement according to the professional title of a civil servant corresponding to the job position recruited or accepted shall be implemented in accordance with current regulations.

Clause 7, Article 1 of Decree No. 85/2023/ND-CP amending and supplementing Clause 5, Article 13 of Decree No. 115/2020/ND-CP stipulates: In case a person is recruited or accepted as a civil servant according to the provisions of this Decree and has previously worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance (if not continuously and has not received a one-time social insurance subsidy, it will be accumulated), that period will be calculated as the basis for salary classification according to the professional title appropriate to the recruited or accepted job position if all conditions are met as prescribed.

Based on the above regulations and according to your letter, if you are recruited as a preschool teacher, the time of compulsory social insurance payment when holding the accountant rank that meets the above regulations will be calculated as the basis for salary classification according to the appointed preschool teacher job title.
