Laying the foundation for early childhood education

The conference was organized by the Ministry of Education and Training in Hanoi. Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers said that the conference aimed to consult teachers to develop a project to develop preschool teachers for the period 2026 - 2030, with a vision to 2045.

In 2019, the Prime Minister issued Decision No. 33/QD-TTg of the Prime Minister approving the Project on Training and Fostering Teachers and Early Childhood Education Managers for the 2018-2025 period (Project 33). This project has ended, concluding a cycle of implementing the 2018 General Education Program.

On that basis, the Minister of Education and Training assigned the Department of Teachers and Educational Managers to develop a new project for the next phase. “This is a difficult task, in the context of many changes in educational policies,” Mr. Vu Minh Duc shared.

The current two-tier local government model, without the Department of Education and Training, makes it difficult to manage staff, Mr. Vu Minh Duc acknowledged. In addition, the need to develop high-quality human resources to serve industrialization, modernization and the goal of becoming a developed country also requires changes in education policy.

The Politburo has agreed to issue a resolution on modernization and breakthroughs in educational development to replace Resolution 29-NQ/TW of the Party Central Committee on fundamental and comprehensive innovation in education and training.

The National Assembly also passed a resolution on universalizing preschool education for children aged 3 to 5. The Ministry of Education and Training is developing a new preschool education program, which may be stipulated in a separate resolution or incorporated into the upcoming revised Law on Education.

To ensure feasibility and practicality, Mr. Vu Minh Duc said that the Department of Teachers and Educational Managers conducted thorough research with the support of the Vietnam Institute of Educational Sciences, Hanoi National University of Education, Hung Vuong University and many other training institutions. In particular, the voices from kindergartens and the Department of Education and Training will be an important basis for building policies that come into effect, contributing to improving the quality of the team.

Voice from the grassroots

Reporting at the meeting, Ms. Vuong Huong Giang - Deputy Director of Hanoi Department of Education and Training said that the whole city has 1,160 kindergartens/126 wards and communes. Currently, there are 69,633 cadres, teachers and employees; of which 49,397 are teachers directly teaching.

“In general, teachers have good moral qualities, are dedicated, and love their jobs; their ability to organize education in a child-centered direction is increasingly solid,” commented Ms. Vuong Huong Giang.

Discussing the working environment and policies, the Deputy Director of the Hanoi Department of Education and Training shared that preschool teachers work under high pressure, with long working hours from 7am to 5pm, little time to rest, and low income. The average salary of a newly graduated Grade III teacher is about 5.4 million VND/month, and that of a veteran Grade II teacher is about 9-10 million VND. The specific allowance regime is not clear, and private teachers are prone to fluctuations due to unstable income.

In reality, teachers work at high intensity, have great responsibilities but earn lower incomes than other levels of education. Private teachers do not have allowances, have unstable insurance, and are likely to quit their jobs. There is a lack of specific policies for preschool teachers in disadvantaged areas, and for teaching children with disabilities to integrate.

From practice, the representative of the Hanoi Department of Education and Training proposed that the Government direct the implementation of salary reform in the Project on overall salary reform, paying attention to the characteristics of preschool teachers. Allowing the pilot implementation of the mechanism for recruiting and using special teachers in Hanoi. In addition, the Government should soon issue a policy on developing preschool education in urban areas and industrial zones.

On the part of the Ministry of Education and Training, it is necessary to soon complete and issue documents guiding the implementation of the Law on Teachers related to preschool teachers. Research and adjust the teacher/class and staff/preschool class norms to suit urban practices and provide professional support for non-public preschool education.

The Ministry of Education and Training develops a research plan and proposes the content of the Project 'Developing teachers and managers of preschool education institutions for the period 2026 - 2030, with a vision to 2045'.

The purpose of the plan is to assess the current situation in terms of quantity, quality; training, fostering; preferential policies, employment policies... for the team of teachers and managers of preschool education, including: teachers and managers of preschool education institutions; lecturers and managers of training institutions, fostering teachers and managers of preschool education institutions; team of managers of the Department of Education and Training, Department of Education and Training in charge of professional and field of preschool education.

The plan also aims to forecast demand, propose solutions and recommendations for the development of teachers and preschool education managers in the 2026-2030 period; at the same time, develop a research report as a basis for proposing the development of the Project "Developing teachers and preschool education managers in the 2026-2030 period, with a vision to 2045".
