According to the 2023 Housing Law, social housing buyers are only allowed to transfer their homes after 5 years of use. However, in reality, many people still illegally buy and sell this type of housing immediately after receiving it. This behavior not only violates the law, but also "distorts" the market, affecting social housing development policies.

Illegal trading of social housing; hire-purchase, use by the wrong subjects or most recently the phenomenon of "reserving" and "buying and selling" social housing quotas against regulations... are causing public outrage. At the 3rd meeting of the Central Steering Committee on housing policy and real estate market, Prime Minister Pham Minh Chinh pointed out the reality that some localities have not really paid attention to reviewing subjects to buy and rent social housing, and there are still negative situations, causing outrage.

The Prime Minister also requested that leaders of Party committees and authorities at all levels promptly rectify, strengthen discipline and transparency in the process of reviewing, buying, selling, leasing and leasing social housing; inspect, check and prevent negative practices, taking advantage of policies for personal gain, and distorting the humane goals of the policy. At the same time, ensure fairness, correct subjects, correct spirit and goals of the policy, correct, sufficient and timely selling prices; coordinate with competent authorities to strictly handle illegal brokerage, receiving money for "fixing positions" and "baiting".

The Prime Minister focused on three important goals in developing social housing. Accordingly, it is necessary to remove difficulties in procedures and processes so that people can enjoy and access social housing in the fastest, easiest, cheapest and most convenient way; without wasting time, effort, "going around in circles", incurring additional costs and especially without being scammed; In addition, promoting the development of social housing and developing a safe, healthy and sustainable real estate market.
