
According to the 2023 Housing Law, buyers of social housing are only allowed to resell their properties after 5 years of occupancy. However, in reality, many people still illegally buy and sell this type of housing immediately after handover. This behavior not only violates the law but also distorts the market and negatively impacts social housing development policies.
Illegal buying and selling of social housing; leasing or using housing for ineligible individuals; and most recently, the phenomenon of "reserving" or "buying and selling" social housing units in violation of regulations… are causing public outrage. At the third meeting of the Central Steering Committee on Housing Policy and Real Estate Market, Prime Minister Pham Minh Chinh pointed out that some localities have not paid sufficient attention to the process of reviewing eligible individuals for purchasing or renting social housing, and that negative practices are still occurring, causing public concern.
The Prime Minister also requested that heads of Party committees and governments at all levels promptly rectify shortcomings and strengthen discipline and transparency in the process of reviewing, buying, selling, leasing, and lease-purchasing social housing; conduct inspections and audits to prevent corruption and the exploitation of the policy for personal gain, and to avoid distorting the policy's humanitarian goals. At the same time, they must ensure fairness, targeting the right beneficiaries, adhering to the spirit and objectives of the policy, and that the selling price is calculated accurately, completely, and promptly; and coordinate with relevant agencies to strictly handle illegal brokerage activities, accepting bribes for securing housing slots, and other forms of "middlemanship."
The Prime Minister has set three key objectives for the development of social housing. Accordingly, it is necessary to remove procedural obstacles so that people can access social housing as quickly, easily, affordably, and conveniently as possible; without wasting time, effort, going through unnecessary delays, incurring additional costs, and especially without being scammed; and to promote the development of social housing and a safe, healthy, and sustainable real estate market.
