During the recent survey and assessment of the situation of coastal seas and islands by the working group of Coast Guard Region 1 and the leaders of the provinces of Quang Ninh, Thai Binh, and Nam Dinh , we witnessed the forces of Coast Guard Region 1 conducting inspections, propagating laws, and giving gifts to dozens of fishing boats.

On fishing boat number QN 8948, after the working group disseminated information about IUU to the crew, captain Hoang Bien Cuong (born in 1987, from Duong Hoa commune, Hai Ha district, Quang Ninh province) shared: “Over the years, Quang Ninh fishermen have regularly received attention and support from authorities at all levels and the Coast Guard, which has made fishermen feel more secure going out to sea. Having been disseminated about IUU by the Coast Guard, we pledge to strictly comply with the provisions of the law and not exploit seafood illegally.”

The working group of Coast Guard Region 1 disseminated information on preventing and combating illegal fishing to fishermen operating in the waters near Co To island district (Quang Ninh).

According to Major General Tran Van Hau, Political Commissar of Coast Guard Region 1, head of the working delegation: The survey trip is part of a series of activities of the Vietnam Coast Guard to enforce the law at sea; propagate and mobilize fishermen to strictly comply with the provisions of the law, especially against IUU fishing, and at the same time encourage fishermen to confidently go offshore and stick to the sea. Through the survey, the working delegation recorded that the majority of fishermen complied well with the regulations on seafood exploitation, with no signs of violating foreign waters or using illegal means or fishing gear. Notably, this is the first trip that Coast Guard Region 1 has brought local leaders to directly inspect and supervise fishing vessels at sea. From there, local leaders have a firm grasp of the actual situation to advise and direct local forces to coordinate inter-sectoral, inter-local and especially coordinate with the Coast Guard force to strictly manage fishing activities at sea, effectively prevent and combat illegal fishing.

We learned that in the first quarter of 2025, Coast Guard Region 1 disseminated information about IUU to more than 250 fishing vessels with more than 1,600 fishermen, distributed nearly 2,000 leaflets and legal handbooks, and presented more than 1,200 national flags to fishermen. In 2024, the unit disseminated information about IUU to nearly 6,000 fishermen, presented 5,000 national flags, and distributed 18,500 leaflets and 9,440 legal handbooks...

To improve the effectiveness of law enforcement at sea and prevent and combat IUU fishing, Major General Tran Van Hau affirmed that Coast Guard Region 1 will continue to organize survey teams on sea routes and islands to enhance coordination between Coast Guard forces and local authorities in coastal areas. Along with that, Coast Guard will increase patrol, inspection and control activities at sea, promptly detect and prevent violations of the law. The unit also promotes propaganda about IUU to each fisherman, fishing vessel and each coastal household, especially effectively implementing the program "Coast Guard accompanies fishermen", the contest "I love the sea and islands of my homeland"...

Comrade Nguyen Cong Dien, Standing Deputy Secretary of Bach Long Vi District Party Committee ( Hai Phong City) shared: From grasping the situation through the survey trip, Bach Long Vi district will closely coordinate with functional forces, such as CSB, fisheries control, Border Guard to propagate to fishermen about policies and laws on seafood fishing; at the same time, strengthen the organization of inter-sectoral inspections, effectively prevent and strictly handle cases of law violations at sea, especially preventing and combating illegal seafood exploitation.
