Towards the goal of building an ecological industrial park

To realize this project, the city is developing a roadmap to convert some existing industrial parks into ecological industrial park models. In addition, it is organizing investigations, surveys, and reports to assess the development status of industrial parks; consulting with relevant parties on the criteria for ecological industrial parks...

The city organized a number of workshops and training activities to enhance capacity on converting eco-industrial park models for businesses in industrial parks to disseminate and guide the implementation of criteria on eco-industrial parks, cleaner production, energy auditing, etc.

Along with that, support was given to the implementation of assessment reports and proposals for cleaner industrial production solutions for 16 enterprises in the city; support was given to the application of machinery and equipment for 45 enterprises and rural industrial establishments in equipping machinery and equipment with a total implementation cost of more than VND 22,697 billion, of which the funding from local industrial promotion sources was more than VND 8 billion; 4 industrial production enterprises were supported to implement solutions to reduce greenhouse gas emissions...

Implementing the project "Implementing Vietnam's eco-industrial park based on the approach from the global eco-industrial park program", the Management Board of Da Nang High-Tech Park and Industrial Parks in coordination with the Vietnam Cleaner Production Center conducted many assessments of the potential for building an industrial symbiosis network in Hoa Khanh Industrial Park.

On that basis, some potential industrial symbiotic links were identified, especially the link between Heineken Vietnam Brewery - Da Nang Company Limited and Green Energy Production Investment Joint Stock Company, in which biogas (including 20-30% carbon dioxide, 60-70% methane and a small proportion of nitrogen, oxygen, steam...) with a theoretical calorific value equivalent to 27.68MJ/m³ is recovered as fuel.

Deputy Head of the Management Board of Da Nang High-Tech Park and Industrial Zones Thai Ngoc Trung said that the city chose Hoa Khanh Industrial Park to participate in Vietnam's eco-industrial park program and has completed half of the implementation.

At the same time, nearly 50 billion VND was allocated to invest in upgrading technical infrastructure and adding green space to this industrial park. The Department of Science and Technology has supported businesses in changing technology towards cleaner production...

According to report No. 431/BC-UBND of the City People's Committee on the implementation of the project "Building Da Nang - Environmental City" in the period of 2021-2030, having an industrial park meeting the standards of an ecological industrial park according to national criteria by 2025 is difficult to achieve, due to many difficulties in converting to the ecological industrial park model.

The reason is that the industrial park has been in operation for more than 20 years, the infrastructure is degraded, many production facilities are old and outdated technology... On the other hand, the criteria for ecological industrial parks are generally stipulated in Decree No. 35/2022/ND-CP of the Government, but there is no specific assessment method for regulations on industrial symbiosis models, responsibility for issuing a data framework for information on production materials and emissions, timeline for comparing cleaner production data... Some criteria are identified as very difficult to achieve under current conditions.

According to experts and scientists, in the face of the difficulties and obstacles being encountered, to achieve the set goals, in addition to transforming Hoa Khanh Industrial Park, the city needs to approach the ecological industrial park model when investing in new industrial parks and clusters.

Dr. Dang Quang Hai, Center for Biotechnology (Department of Science and Technology) suggested that ministries and branches need to specify the international framework and issue a national framework on eco-industrial parks so that all parties can correctly understand the constituent elements as well as the orientations for building, developing and converting eco-industrial parks.

Da Nang City needs to plan and establish an eco-industrial park to welcome the 4.0 industrial revolution, built and managed based on the principles of industrial ecology and industrial symbiosis. New industrial parks need to be built into eco-industrial parks from the beginning based on advantages, conditions and implementation capabilities. In addition, it is necessary to focus on developing plans and quickly converting existing industrial parks to the eco-industrial park model.

According to the research results of Dr. Dang Quang Hai, to successfully build a new industrial park as well as convert a traditional industrial park into an ecological industrial park model, finance, technology, cooperation and association are required.

The development of eco-industrial parks requires large financial resources for the construction of green infrastructure, investment in clean technology and sustainable solutions. Therefore, the city needs to study and exploit, combine policies and preferential mechanisms of the State and recommend the Government to have support policies for enterprises; use local budgets and seek financial resources to support enterprises to invest in technological innovation, green transformation according to the eco-business model.

Strengthen scientific research to innovate technology and apply clean, low-carbon technologies, develop industrial symbiosis models to reuse waste, convert waste into energy and treat waste... as a basis for moving towards ecological industrial parks.
