Deploying a peak plan on monitoring, inspecting, and handling smuggling, trade fraud, and intellectual property infringement chaired by the Department of Domestic Market Management and Development to implement Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud, and counterfeit goods in the new situation; Official Dispatch No. 65/CD-TTg dated May 15, 2025 on launching a peak period to fight against and repel smuggling, trade fraud, counterfeit goods, and intellectual property infringement.

Under the direct direction of the Department of Domestic Market Management and Development, working groups in Da Nang inspected a series of fashion stores including Black Label (No. 156 Tran Phu), CoCo Accessory & Bag (No. 144 Tran Phu), Gu (No. 27 Hung Vuong), Mirror Shop (No. 15 Nguyen Thai Hoc)...

Despite conducting surprise inspections, the authorities still recorded many stores closing unexpectedly, with curtains drawn to cover the front and locks locked from the inside to avoid inspection. One of these was the Black Label store (a famous brand of bags and wallets in the Tran Phu area) owned by Mr. TTC.

Here, the store staff refused to serve Vietnamese customers, citing the reason of “temporary closure to change business location”, but welcomed foreign customers and locked the door when they entered. The market management force applied professional measures to conduct a surprise inspection and discovered that inside the store were selling many products of famous brands such as Chanel, LV, Gucci, Dior, Celine, YSL… at unusually low prices.

A bag introduced as Chanel 22 calfskin with shiny effect, gold-plated metal lock, costs only 8.6 million VND, while a similar product on Chanel's official website is listed for nearly 162 million VND, a difference of up to 95%.

At CoCo Accessory & Bag (144 Tran Phu), owned by Ms. NTTH, the inspection team recorded many bags, wallets, and shoes branded with LV, Chanel, Hermes, YSL... being sold for only a few hundred thousand to less than 2 million VND per product.

At the remaining stores on Nguyen Thai Hoc and Hung Vuong streets, authorities temporarily seized many fashion products such as clothes, shoes, belts... bearing the brands Burberry, Chanel, LV, Celine, YSL.

According to the summary of the working groups, on May 20 alone, nearly 2,000 products including handbags, wallets, clothes, accessories, shoes bearing famous brands such as Hermès, Chanel, Gucci, Christian Dior, Celine, Prada, Louis Vuitton... and many goods of unknown origin, without invoices and documents were temporarily detained at the inspection stores to continue verifying signs of violations and handling them in accordance with the law.

According to Mr. Tran Viet Hung, Head of Market Management Department, this is not the first time the Market Management force has deployed inspections of goods violating intellectual property rights, especially in urban areas with strongly developed tourism service industries.

The inspections are not only aimed at handling violations but also contribute to cleaning up the market, protecting the rights of consumers, especially international tourists, and enhancing the reputation of goods in Vietnam. Mr. Hung said that these activities will continue to be expanded in the coming time nationwide, especially in large urban areas and key areas.

After the inspection, the responsibility for ensuring that stores do not repeat the sale of counterfeit goods will be assigned to local responsible units such as the Department of Industry and Trade and the Market Management Department.

The authorities will focus on increasing surprise inspections, strictly handling cases of intentional violations and at the same time stepping up propaganda to raise legal awareness among businesses, especially in areas with a large number of tourists. The goal is to build an image of a civilized and friendly Vietnam, saying no to counterfeit and fake goods in commercial and service activities.
