Specifically, the Prime Minister approved the reduction and simplification of administrative procedures related to production and business activities in 13 areas: Nature conservation and biodiversity; climate change; seas and islands; animal husbandry and veterinary medicine; surveying, mapping and geographic information; hydrometeorology; science and technology; forestry and forest protection; environment; water resources management; construction and management of irrigation works; fisheries and fisheries control; cultivation and plant protection.
In addition, reduce and simplify investment and business conditions in 36 conditional business lines of the Investment Law, including: Aquaculture business; Business lines of testing services for aquatic feed and animal feed; Business lines of testing services, testing biological products, microorganisms, chemicals, environmental treatment agents in aquaculture and animal husbandry (testing aquatic feed, products for treating the aquaculture environment); Business lines of building and converting fishing vessels; Training and fostering fishing vessel crew members; Cultivation of endangered wild plants and animals in the appendices of the CITES Convention and the List of endangered, precious and rare forest plants, forest animals, aquatic products; Business lines of conditional business lines according to the provisions of the Investment Law 2020: Cultivation of common forest animals; Export, import, re-export, transit and introduction from the sea of natural specimens of species listed in the appendices of the CITES Convention and the List of endangered, precious and rare forest plants, animals and aquatic products; Export, import, re-export of specimens of breeding, rearing and artificially growing of species listed in the appendices of the CITES Convention and the List of endangered, precious and rare forest plants, animals and aquatic products; Processing, trading, transporting, advertising, displaying and storing specimens of plant and animal species listed in the appendices of the CITES Convention and the List of endangered, precious and rare forest plants, animals and aquatic products;
Trading in plant protection drugs (conditions for plant protection drug manufacturing facilities); Trading in services for handling objects subject to plant quarantine (conditions for organizations practicing the handling of objects subject to plant quarantine); Trading in plant protection services (conditions for operating plant protection services); Trading in fertilizers; Trading in fertilizer testing services; Business lines with conditions according to the provisions of the Investment Law 2020: Trading in aquatic feed, animal feed; Business lines of testing services for aquatic feed, animal feed (animal feed testing); Trading in aquatic feed, animal feed; Trading in biological products, microorganisms, chemicals, substances for treating and improving the environment for aquaculture and animal husbandry; Trading in veterinary drugs, vaccines, biological products, microorganisms, chemicals used in veterinary medicine; Business lines of veterinary technical services: Business lines of animal testing and surgery services; Business lines of vaccination, diagnosis, prescription, treatment, and animal health care services;
Business of testing and assaying veterinary medicine services (including veterinary medicine, aquatic veterinary medicine, vaccines, biological products, microorganisms, chemicals used in veterinary medicine, aquatic veterinary medicine); Farm animal husbandry business; Business of slaughtering livestock and poultry; Business of quarantine services for animals and animal products; Business of plant varieties and livestock breeds; Business of testing services for plant varieties and livestock breeds; Business of testing and assaying biological products, microorganisms, chemicals, and environmental treatment agents in aquaculture and livestock breeding; Business conditions for services on planning and land use planning; Business of services on construction of information technology infrastructure, software development of land information systems; Business of services on construction of land databases; Business conditions for services on forecasting and warning of hydrometeorology; Business of underground water drilling and underground water exploration; Business lines of water resource exploitation services; Business lines of services supporting decision-making for regulating and distributing water resources: Services supporting decision-making for reservoir and inter-reservoir operations; Business lines of hazardous waste transportation and treatment services; Import of scrap; Conditions for business of environmental monitoring services.
At the same time, reduce and simplify investment and business conditions not included in the conditional business lines of the 2020 Investment Law: Conditions for organizations and individuals to be granted licenses to access genetic resources.
Abolish many administrative procedures
A notable point in the approved plan is that many administrative procedures have been completely abolished, such as: Registration for access to genetic resources; confirmation of the Contract for access to genetic resources and benefit sharing; recognition of genetically modified organism testing results; re-issuance of dumping permits; recognition of animal feed testing methods of the exporting country's testing laboratory; recognition of the testing process and recognition of animal feed of the exporting country; issuance and re-issuance of marine aquaculture licenses for Vietnamese organizations, individuals, foreign investors, etc. to avoid wasting resources of state administrative agencies and compliance costs for the people.
Simplifying procedures for re-issuing licenses for testing genetically modified organisms
Decision to combine administrative procedures for re-issuing licenses for limited testing and large-scale testing into one license issuance; reduce some related components such as application forms.
Abolish the requirement to submit "License for testing genetically modified organisms that has been granted"; do not require organizations and individuals to carry out the "Re-issuance" procedure in case the previously granted license is torn, damaged, or lost.
Shorten the procedure for granting certificates of eligibility for aquaculture facilities
Decision to abolish a number of conditions for aquaculture facilities including:
In case the aquaculture facility has an area to store equipment, tools and raw materials, it must ensure the preservation requirements of the manufacturer and supplier.
Aquaculture facilities with living and sanitation areas must ensure that wastewater and domestic waste do not affect the farming area.
Suitable sludge storage location.
There are signs indicating each area and meeting the regulations at Point a, b, Clause 1, Article 34 of Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government detailing a number of articles and implementation measures.
The Decision also simplifies the procedure for granting certificates of eligibility for aquaculture facilities (upon request) in the direction of: Switching from pre-inspection to post-inspection, the provincial-level state management agency for fisheries will not conduct actual inspections at the facility during the process of granting certificates. Reducing the time from 10 working days to 7 working days.
Simplifying business conditions for building and converting fishing vessels
The Decision also abolishes a number of conditions in the business of building and converting fishing vessels such as:
There is a quality control and management department and a team of technical staff and workers at least as prescribed in Sections 4, 5, 6 of Appendix VI issued together with Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government detailing a number of articles and measures to implement the Law on Fisheries.
Have a production and business organization plan suitable for the type and size of newly built or converted fishing vessels.
There is a quality monitoring and management department to ensure that products fully meet the standards and conditions on quality, technical safety and environmental protection as prescribed.
Have human resources to meet production and business requirements.
