
Mr. Nguyen Anh Ngoc, a prestigious person in An My village, Hong Son commune, is always a pioneer and exemplary person in all movements. In everything, the people of An My village see him taking the lead, from mobilizing people to comply with the policies of the Party and State, developing the economy, improving life, to maintaining security and order in the village.
Although he is a Kinh ethnic, he still teaches Cao Lan language himself, and works with artisans to learn, collect and preserve the good traditional cultural values of his people. Mr. Ngoc believes: "Understanding the language is understanding the heart of the people." That is why his voice is always persuasive and spreads strongly in the community. Mr. Nguyen Anh Ngoc also persistently encourages his people to eliminate bad customs and superstitions, not to listen to evil religions, and to build a civilized and healthy lifestyle.
As a member of the Mediation Team, from 2021 to now, he has skillfully and successfully mediated 13 land disputes, helping An My village not have any complaints or petitions at higher levels for many years. In the construction of new rural areas, Mr. Ngoc has always been an exemplary person, contributing first and then motivating others to follow. Thanks to his prestige and dedication with that of the Party members, the village has mobilized 183 million VND from the community to build a cultural house, fences and a spacious, clean campus.
With those contributions, Mr. Nguyen Anh Ngoc was awarded a certificate of merit by the Chairman of the Provincial People's Committee for his outstanding achievements in ethnic work in the period 2019-2024. Ma Pang village, Dong Van commune, is home to more than 90 households with 456 people, all of whom are H'Mong ethnic people. Previously, people produced based on nature, according to traditional customs, lacking specialization and lacking commodity orientation.
Crops and livestock are only enough to meet self-sufficiency needs, causing economic life to face numerous difficulties. Recognizing this reality, the Dong Van commune government has implemented many synchronous solutions, in which promoting the role of prestigious people is considered an important key. Prestigious people, knowledgeable about customs and practices, trusted by the people, become a bridge between the Party committee, the government and the people, contributing to changing the production mindset and the way of thinking and doing of the people; actively propagating and mobilizing people to participate in emulation movements to develop production, build cultural life and build new rural areas.
A typical example is Mr. Giang Chu Suu, a prestigious person, an officer of the Front Work Committee, and Head of the village's Savings and Loan Group. With more than 10 years of working in mass mobilization, Mr. Suu has always been close to grasp the thoughts and aspirations of the people, promptly proposed solutions to problems, and at the same time encouraged people to comply with policies and guidelines.
Not only that, Mr. Suu also persistently "went to every alley, knocked on every door" with mass organizations to propagate and explain to eliminate costly customs in weddings and funerals, especially the persistent situation of early marriage and incestuous marriage. Thanks to this effort, in recent years, Ma Pang village has no longer had the situation of early marriage and incestuous marriage.
Not only does he promote the economy, Mr. Suu is also an inspiration for the local people to rise up and do business. He shared that thanks to the support resources from national target programs and policy credit capital from the social policy bank, many households have had the opportunity to change their livelihoods.
Currently, the loan group he manages has 50 members, from the loan capital of 50 million VND/household, more than 10 households in the village have escaped poverty thanks to the model of raising commercial pigs, converting livestock and farming. From 2022 to now, Na Tang village, Hung Loi commune no longer has the situation of early marriage and incestuous marriage. According to Mr. Lau Van Thao, H'Mong ethnic group, Party cell secretary and also a prestigious person in Na Tang village, in the past in Na Tang, out of 10 married couples, up to eight were early marriages. He has witnessed many consequences due to the custom of early marriage and incestuous marriage of his people.
Therefore, in his role as both Party Secretary and a prestigious person, Mr. Thao realizes his responsibility, he always propagates and mobilizes people to understand clearly about early marriage, incestuous marriage and those serious effects. For nearly 20 years as a prestigious person, Mr. Thao has accompanied the commune cadres to go from house to house, meet each person, persistently propagandize and persuade people to change their perception. He often uses real examples of the consequences of incestuous marriage to demonstrate, helping people understand and voluntarily abandon the bad practice.
Mr. Thao said that the Hmong people have a high sense of community and place absolute trust in prestigious people, so if they want people to listen, they must first set an example. He always takes the lead in developing family economy, village work, and upholds the qualities of a Party member who "says what he does". Thanks to his dedication, many positive factors have been discovered, nurtured, and introduced to the Party organization, contributing to the building of the Na Tang village Party Cell to become increasingly stronger.
Comrade Hoang Thi Tham, Deputy Director of the Provincial Department of Ethnic Minorities and Religions, said that in recent times, the prestigious ethnic minority people have been affirming their core role in building the grassroots political system and consolidating the great national unity bloc. They are an active force participating in socio-economic development movements, building the Party, government and socio-political organizations at the grassroots level.
Recently, the Department of Ethnic Minorities and Religions of the province has deployed the model of "Prestigious people participating in propagating and disseminating the law; mobilizing people to comply with the law in the locality" and trained in oral propaganda skills on the law for ethnic minorities; coordination skills, legal education through traditional activities, organizing festivals, grassroots mediation, and resolving conflicts in ethnic minority areas.
