Mr. Tran Huu Thien, Chairman of Ward 2 People's Committee, chaired the meeting with representatives of the ward police.
Parents upset because tuition fees are not paid on time
According to the roadmap that Mr. Nguyen Ngoc Thuy (Shark Thuy), Chairman of the Board of Directors of Apax Holdings and Mr. Nguyen Anh Tuan, CEO of Apax Leaders, committed to parents in the whole South at the meeting on April 9 at Ky Hoa Hotel before, parents in group 1 (the group of parents who have confirmed tuition fees, have a refund roadmap, and are overdue) will be paid in 3 installments on June 9 (20%); July 20 (40%) and August 20 (40%).
In addition, Mr. Tran Van Nghiem said that on March 31, his group of 230 parents worked with Mr. Nguyen Ngoc Thuy and Mr. Nguyen Anh Tuan on a separate tuition refund roadmap for parents of this group.
People's Committee of Ward 2, Phu Nhuan District, Ho Chi Minh City organized a working session between a group of parents and representatives of Apax Leaders.
Accordingly, Shark Thuy agreed with 230 parents of the group represented by Mr. Nghiem to pay the fee in 3 installments. The first payment will be made on August 9, 2023 (33%), the second payment will be made on December 20, 2023 (33%) and the third payment will be made on April 20, 2024 (34%).
Thus, compared to parents in the whole South, this group has an agreement to pay back the money earlier. Because the schedule of group 2 parents in the whole South is to pay in 5 installments, installment 1 on October 9, 2023 (20%), installment 2 on November 20, 2023 (20%), installment 3 on December 20 (20%), installment 4 on March 20, 2024 (20%) and installment 5 on April 20, 2024 (20%).
Mr. Tran Van Nghiem said that this is a private agreement between Shark Thuy and his group, with working minutes and Shark Thuy's signature and seal.
However, parents in group 1 said that in the first two payments on June 9 and July 20, many people received tuition refunds from Apax Leaders, but in the third payment on August 20, parents did not receive the money.
Ms. QD, residing in District 12, shared that the tuition fee that Apax Leaders confirmed she still owed was more than 76 million VND. After 2 payments, she received more than 45 million VND, but she still has not received more than 30 million VND, the last payment on August 20.
Unlike Ms. D, Mr. TKS, living in District 7, was not as lucky. He is also a parent in Group 1 but only received one payment on June 9, the remaining two payments were not paid by Apax Leaders.
Mr. S. was upset: "Apax Leaders did not fulfill their commitment and did not notify me. I had to call the hotline and send an email but could not get in touch. Meanwhile, I still had to continue paying monthly installments to the bank."
After that, some parents unexpectedly received a message from Apax Leaders with the content "Apax Leaders would like to sincerely thank parents for accompanying and supporting in the past time. Apax has been trying and making efforts to overcome the things that have not been done well. According to the document dated April 9, 2023, Apax has completed the refunds for June and July 2023. For many objective and subjective reasons, for the refund in August 2023, Apax would like to gradually implement and complete from August 20 to August 31, 2023 to parents. Apax respectfully hopes that parents will sympathize and create conditions for Apax to fulfill its refund obligations".
Payments to parents come mainly from investors.
Responding to parents' concerns, Ms. Doi Thi Tam, Apax Leaders' Customer Care Director, said that Apax Leaders currently does not have cash and assets available to pay parents. The cash flow for the center to pay parents mainly comes from investors. In addition, the large gathering of parents on August 12 and 13 at Apax Leaders Phan Xich Long Center also greatly affected the capital investment of investors.
Apax Leaders representatives hope that parents will sympathize and promise to pay the third installment to parents in group 1 between August 20 and August 31, 2023. Parents in group 2 (including all remaining parents who have confirmed tuition fees, with or without a roadmap, and have not confirmed) will start paying from October 9, 2023.

"For tuition refund procedures, we have to work with each individual to reconfirm the information. Therefore, we will proactively contact parents to come to the center to complete the procedure. If in the future, the center does not comply with the agreement, parents can file a lawsuit in court," Ms. Tam affirmed.
Representing a group of 230 parents, Mr. Tran Van Nghiem said that Apax Leaders did not fulfill the commitment signed on March 31, nor did they apologize. At the same time, the center did not show goodwill when sending an irresponsible person, Ms. Tam, to work with the parents.
Whether paying fees according to a separate agreement or a common schedule, Apax Leaders cannot ask the group's parents to redo the procedures, reconfirm the number of sessions... but to do so based on the list that the group has sent to Apax Leaders in advance.
"Our group has completed all the procedures, sent the list of 230 parents to Apax Leaders in many forms such as sending files via Zalo, text messages, emails... Therefore, we cannot force parents to come back and do it again, sign another agreement... this is unreasonable, wasting parents' time", Mr. Nghiem said.
Apax Leaders Center on Phan Xich Long Street, Phu Nhuan District, Ho Chi Minh City
Mr. Tran Huu Thien hopes that parents will maintain security and order in the area and not gather in large numbers. The parents' request to close Apax Leaders Phan Xich Long Center is not under the authority of the locality.
At the same time, he also requested Apax Leaders to fulfill the signed commitment. If the center fails to do so, people have the right to file a lawsuit with the authorities.
