Today, March 18, under the chairmanship of National Assembly Chairman Vuong Dinh Hue and Vice Chairmen of the National Assembly, the National Assembly Standing Committee held a question-and-answer session on a group of issues in the fields of finance and diplomacy . The question-and-answer session was held online with 62 localities nationwide. Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang; Deputy Head of the Ethnic Minorities Committee Ho Thi Minh; Vice Chairman of the Provincial People's Council Nguyen Tran Huy attended the question-and-answer session at the Quang Tri bridge.

In his opening speech, National Assembly Chairman Vuong Dinh Hue affirmed that the selection of the group of questions for questioning at this session was carefully considered based on the synthesis of information sources and proposals from National Assembly delegations, opinions of National Assembly deputies, reviewing the scope of questioning at the 6th Session and National Assembly sessions, National Assembly Standing Committee meetings since the beginning of the term, and at the same time, based on the practical situation, creating conditions for all ministers to participate in answering questions.

Questioning and debating about finance

The financial issue group had 43 delegates questioning, 4 delegates directly debating with Minister of Finance Ho Duc Phoc in the following areas: Management and supervision of insurance business activities and service activities in the field of life insurance business.

Appraisal and licensing of companies providing financial services; enforcement of laws on lottery, betting, casino and electronic games with prizes. Customs procedures, customs inspection and supervision; prevention and combat of smuggling and illegal transportation of goods across borders. Price management and determination of prices of goods and services on the list of goods and services priced by the State.

Speaking at the question and answer session, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang requested that the Minister of Finance need to have fundamental solutions to create fundamental changes to improve the capacity, qualifications, and professional ethics of the team of appraisers as well as improve the quality of the management level of price appraiser cards in the current conditions.

Responding to the question of delegate Hoang Duc Thang, Minister Ho Duc Phoc affirmed that the issue of valuation is related to people, law and technology. Of which, people are the most important, therefore, the ministry will strengthen capacity, ethics, propaganda, persuasion, inspection, training and certification.

Delegate of Quang Tri delegation Ho Thi Minh questioned the content of solutions to prevent smuggling and illegal transportation of livestock and poultry, especially buffalo, cows, pigs and chickens in the border areas of Vietnam - Laos and Vietnam - Cambodia.

Regarding this issue, Minister Ho Duc Phoc said that the key content to prevent this must start from people's awareness. Through the main border gate system, trails, and openings with customs, it will be thoroughly prevented.

But when cattle cross the border through an open area without inspection, there must be a patrol solution, especially the responsibility of local authorities and more than anyone else, those who buy, sell, and herd cattle and poultry.

Therefore, the solution is to strengthen propaganda to raise awareness, deterrence and coordination between border districts, between forces such as border guards, police and customs to prevent.

Strengthening the fight against corruption and negativity in diplomatic activities

The group of issues in the field of diplomacy had 32 delegates questioning and 1 delegate debating with 38 questions including: Contents on the work of protecting Vietnamese citizens abroad; the situation of law violations by Vietnamese citizens abroad and foreigners in Vietnam; protecting the rights and legitimate interests of Vietnamese fishermen.

The current status of implementing bilateral and multilateral agreements and solutions to promote the implementation of economic, trade and investment cooperation agreements; support for expanding export markets and supporting Vietnamese enterprises to avoid fraud.

Activities to promote and advertise Vietnam tourism to the world and visa exemption for citizens of other countries entering Vietnam to develop tourism. Management, arrangement, consolidation, improvement of qualifications and organizational capacity of the diplomatic sector (including Vietnamese representative agencies abroad); solutions to strengthen the prevention of corruption and negativity in diplomatic activities.

Questioning Minister of Foreign Affairs Bui Thanh Son, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang said that currently our country has unilaterally exempted entry visas for 13 countries to support the development of Vietnam's tourism.

It is recommended that the Ministry of Foreign Affairs find a solution for these countries to exempt bilateral visas for Vietnamese citizens on the principle of reciprocity. In addition, in recent times, there have been shortcomings and limitations in the work of diplomatic staff. What is the Minister's opinion and what measures are there to prevent negativity within the sector?

Responding to questions on this content, Minister Bui Thanh Son said that in the coming time, bilateral visa exemption negotiations will be promoted, in a reciprocal and sustainable manner. Regarding corrupt and negative officials, officials who violated the law have been dealt with and the diplomatic sector has learned profound lessons.

In the coming time, we will thoroughly understand and educate the law on preventing negativity, focusing on the political and ideological fields, while promoting the role and responsibility of leaders. Thoroughly understand the spirit of service, taking people as the center of service.

Promote training and fostering of public ethics. Be open and transparent in organizing activities, especially reviewing, developing and perfecting all processes and regulations, focusing on consular work and citizen protection abroad.

Many existing and pressing problems were discussed and solutions were sought.

Speaking at the end of the question and answer session, Vice Chairman of the National Assembly Nguyen Khac Dinh said that 69 National Assembly deputies registered to participate in the question and answer session, including 5 deputies who debated a total of 86 questions on issues of interest to National Assembly deputies. All deputies who registered to debate and question and answer were allowed to speak. In addition, he highly appreciated the answers to the questions, agreed with and acknowledged the solutions and commitments of the ministers.

Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that in the financial sector, in the coming time, it is necessary to implement many solutions synchronously and simultaneously. In particular, it is necessary to continue to perfect the legal system and organize synchronous implementation in all areas.

Perfecting the measures for organizing state management, clearly defining the responsibilities of the Government, each ministry, branch, locality, both specialized management ministries and general management ministries, and at the same time, promoting the principle of coordination in implementation. Promoting the role of financial service industry associations, promoting the professional ethics of service practitioners, organizations and individuals as well as the responsibilities of members and associates in strictly complying with the laws of the State.

In the field of diplomacy, it is recommended that the Government, the Minister of Foreign Affairs, ministers and heads of relevant sectors absorb the opinions of delegates and resolutely direct the implementation of proposed solutions to overcome existing problems and limitations, focusing on a number of issues related to the implementation of bilateral and multilateral agreements and commitments, support for localities and businesses; international integration and linkage; cultural diplomacy, tourism development, visa exemption policy; work with overseas Vietnamese and citizen protection; and organization of the diplomatic apparatus.

Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the results of this question-and-answer session showed that many existing and pressing issues in society were brought to the National Assembly forum for discussion, helping to discover shortcomings and limitations in the law enforcement process as well as enhancing the responsibility of ministers in finding solutions to overcome shortcomings and limitations, contributing to the effective implementation of the Party's guidelines and policies and the State's policies and laws.
