Colonel Bui Xuan Lam, Deputy Chief of Staff of the General Department of Logistics and Engineering, gave a speech directing the congress.

Speaking at the congress, Colonel Bui Xuan Lam requested the Party Cell of the Operations Department to thoroughly grasp the Party's viewpoints and guidelines on military and defense tasks; resolutely overcome the limitations and shortcomings of the past term; make strong changes in the research, advisory, direction and guidance capacity of cadres and party members, well meeting the requirements of tasks in the new situation; regularly and strictly maintain the combat readiness regime from the general command headquarters to the grassroots units; promptly report on the combat situation; proactively review, adjust and supplement the system of logistics and combat technical documents at all levels in accordance with the requirements of the tasks.

Along with that, continue to improve the quality of building a comprehensive, strong "Exemplary, typical" Operations Department in depth and solidly. Build a scientific and effective working style; strengthen the construction of discipline, strictly follow the work order and regime, promote the improvement of the quality and efficiency of each cadre and party member.
