Total budget revenue in Hanoi managed by the tax authorities in the first six months of 2025 is estimated at 372,164 billion VND, reaching 78.7% of the projected target. This impressive revenue result creates a foundation for high state budget revenue in 2025, exceeding the projected target.

In the first six months of the year, the target was reached at 78.7%.

Amidst the ongoing complex and unpredictable global situation, and the difficulties and challenges facing the domestic economy , the total budget revenue in Hanoi managed by the tax authorities in the first six months of 2025 is estimated at VND 372,164 billion, reaching 78.7% of the projected target, a 50% increase compared to the same period in 2024. Of this amount, the private and non-state economic sector is estimated to have contributed VND 76,000 billion, a 41% increase compared to the same period last year. Of this, revenue from e-commerce is VND 24,000 billion. Several revenue streams saw significant increases, such as: Revenue from land reached VND 84,000 billion, a 516% increase compared to 2024; Revenue from bank income-expenditure differences reached VND 43,000 billion, an increase of 34%, while revenue from dividends and profits reached VND 44,000 billion, an increase of 40%.

According to the Regional Tax Office I, these results were achieved thanks to the close guidance of the Ministry of Finance , the Tax Department, the city of Hanoi, and the unity of all officials and employees of the Capital's tax sector.

Furthermore, tax management has also achieved many outstanding results. In 2025, the Tax Department implemented many comprehensive solutions to modernize and improve the quality of tax management for household and individual businesses. The Department launched a month-long campaign to intensify tax management for household and individual businesses throughout Hanoi and Hoa Binh province. In this campaign, public awareness campaigns were identified as the main focus, while inspection and auditing were the key priorities, with a focus on periodic reviews and assessments in key areas to ensure timely adjustments.

Furthermore, in implementing Government Decree No. 70/2025/ND-CP amending and supplementing some articles of Decree No. 123/2020/ND-CP on invoices and documents, the Sub-Department has actively implemented solutions for dissemination and support. The vast majority of business households have understood, agreed to, and used invoices in accordance with regulations. As of June 11, 2025, 4,379 business households and individuals subject to the implementation of electronic invoices generated from cash registers have registered to use them. In addition, tax officials have encouraged more than 4,550 business households not yet subject to voluntarily register to use electronic invoices generated from cash registers. The total number of registered business households has reached nearly 9,000, exceeding the assigned target with a rate of 180.1%.

Regarding inspection and auditing, the Regional Tax Office I has developed and perfected an electronic invoice management application with 9 risk criteria to review and detect businesses with signs of illegal invoice trading; and a tax refund chain lookup application that can search electronic invoice chains - look up purchase and sales invoice data associated with risk warnings for businesses, and generate a list of businesses with risks based on the depth of the chain.

The Sub-Department also conducted inspections and audits on specific topics such as beauty salons and spas; golf; trading in gemstones, diamonds, gold, and jewelry; trading in luxury watches and famous brands; business households in large shopping malls; and tax refunds. In the first six months of the year, the Sub-Department completed 4,175 inspections and audits, with a total amount of 2,868.8 billion VND processed.

Proactively develop revenue scenarios.

With the decisive and synchronized implementation of solutions, in the first six months of 2025, the Regional Tax Office I completed its debt collection targets. The ratio of total debt to total state budget revenue is estimated at 7.5% by June 30, 2025, 0.5% lower than the target set in the tax reform strategy (8%); the ratio of collectible debt to total state budget revenue reached 5%, meeting the target set in the strategy (5%). The Office also collected outstanding debts from the previous year, estimated at VND 11,610 billion, an increase of 51% compared to the same period in 2024.

To strive for excellent performance in the 2025 state budget revenue collection task, from now until the end of the year, the Regional Tax Office I will focus on implementing several groups of tasks and solutions. These include closely monitoring and regularly evaluating the results of the 2025 state budget revenue collection task. Closely tracking the developments in production and business activities, and the "health" of enterprises, to proactively develop scenarios for state budget revenue collection, promptly serving the direction and management of state budget revenue collection at each level with the goal of completing the assigned revenue collection task. Assigning monthly and quarterly tasks to each leader, each tax department/team, and each civil servant; linking responsibility to each revenue item and each revenue source...

In addition, review the declaration of tax returns due in the last six months of the year (including revenue sources with extended payment deadlines in the final months) to ensure taxpayers fulfill their tax obligations correctly, completely, and promptly. Implement decisively solutions for managing and recovering outstanding tax debts; strengthen and improve the quality and effectiveness of inspection and anti-tax evasion efforts, focusing on high-risk tax areas such as: online businesses, e-commerce, businesses with related-party transactions, capital transfers, and businesses with consecutive years of losses showing signs of transfer pricing...

In addition, focus on reviewing and urging households and individual businesses to pay all taxes due to the state budget in full and on time.
