DIRECTIONS AND DECISIONS OF THE GOVERNMENT - PRIME MINISTER: Regulations on the operation of the Government's Steering Committee for administrative reform

Prime Minister Pham Minh Chinh , Head of the Government's Steering Committee for Administrative Reform, has just signed Decision No. 48/QD-BCĐCCHC promulgating the operating regulations of this Steering Committee.

According to the Decision, the Government 's Steering Committee for Administrative Reform (Steering Committee) operates according to the principle of democratic centralism, promoting the responsibility of the leader and promoting the collective intelligence of its members; ensuring the requirements of close coordination and unity in direction, administration and information exchange to resolve work according to the functions, tasks and powers of member agencies as prescribed by law.

Members of the Steering Committee shall promote personal responsibility in the activities of the Steering Committee and in performing assigned tasks and powers; handle work in accordance with assigned authority and responsibilities, in accordance with the order and procedures prescribed by law and the provisions of this Regulation.

The Steering Committee works in forms such as organizing regular meetings, extraordinary meetings, conferences (in person or online), organizing working delegations at ministries, branches, and localities and giving opinions in writing.

Duties and powers of the Steering Committee members

The Head of the Steering Committee leads, directs and manages all activities of the Steering Committee; assigns specific tasks to each member of the Steering Committee; convenes and chairs regular and ad hoc meetings and conferences of the Steering Committee. If necessary, authorizes the Deputy Head to handle work within his/her authority. Decides on issues within the scope, functions, tasks and powers of the Steering Committee.

Regarding the duties and powers of the Deputy Heads of the Steering Committee, the Decision clearly states: The Deputy Prime Minister assists the Head of the Steering Committee in directly directing and coordinating the activities of the Steering Committee; on behalf of the Head of the Steering Committee, presides over and coordinates the general activities of the Steering Committee when the Head is absent or authorized by the Head of the Steering Committee; chairs meetings of the Steering Committee under the authorization of the Head of the Steering Committee.

The Minister of Home Affairs assists the Head of the Steering Committee in coordinating the activities of the Steering Committee; reviews and resolves the regular work of the Steering Committee; presides over and coordinates the general activities of the Steering Committee on behalf of the Head of the Steering Committee when authorized by the Head of the Steering Committee. Organizes working delegations, urges ministries, branches and localities to promote administrative reform; evaluates and reports to the Head of the Steering Committee on the coordination between ministries, branches, People's Committees of provinces and centrally run cities and relevant agencies and organizations in implementing the Government's administrative reform tasks.

Members of the Steering Committee: Organize the implementation and be responsible to the Head of the Steering Committee for the plans, programs, tasks and results of assigned tasks. Participate in the direction and coordination between ministries, branches and localities in the implementation of administrative reform tasks; review the contents of important administrative reform projects of the Government, draft resolutions, decrees of the Government, decisions and directives of the Prime Minister with main contents related to administrative reform before submitting them to the Government and the Prime Minister for consideration and decision.

The Ministry of Home Affairs is the standing agency of the Steering Committee.

The Decision clearly states that the Ministry of Home Affairs is the standing agency of the Government's Steering Committee for Administrative Reform, performing the following specific tasks:

Synthesize and develop the annual operating plan of the Steering Committee for approval by the Head of the Steering Committee.

Be the focal point for maintaining contact between Steering Committee members in implementing the Steering Committee's tasks.

Prepare content and conditions for organizing meetings, conferences and working groups of the Steering Committee.

Prepare reports, speeches and other documents for the working sessions of the Head and Deputy Head of the Steering Committee.

Develop and issue working plans for the standing body of the Steering Committee; coordinate with relevant agencies to organize working delegations of the standing body of the Steering Committee with ministries, branches, localities, agencies and organizations on administrative reform.

The Steering Committee meets in person or online periodically every 6 months to evaluate the situation and overall implementation results of the contents and tasks of the Steering Committee members or to conduct in-depth assessments on each topic and determine the program and work plan for the next period.

When requested or when it is necessary to provide direction on a specific topic, the Head of the Steering Committee decides to hold an extraordinary meeting of the entire Steering Committee or a meeting with some members of the Steering Committee. The Head of the Steering Committee decides to invite delegates not belonging to the Steering Committee to attend the Steering Committee meetings.
