Explaining the reason why the Nha Trang Land Registration Office Branch temporarily stopped processing land users' files with the reason of "getting opinions from the City People's Committee", Mr. Thach said that from 2020 to now, the Nha Trang Land Registration Office Branch has received many directive documents from the Nha Trang City People's Committee, specialized agencies of the city, People's Committees of communes and wards requesting the branch to log in to warn and temporarily stop processing administrative procedures (TTHC) on land and property transactions related to many fields such as: Violations of construction order, administrative violations of land, debt of tax for private housing construction, debt to the social policy bank, errors in permitting change of land use purpose...; at the same time, requesting the Nha Trang Land Registration Office Branch to coordinate in resolving. Therefore, when handling administrative procedures for citizens, if the land plot is logged in to warn, the Nha Trang Land Registration Office Branch must request the City People's Committee. Nha Trang, professional agencies, People's Committees of communes and wards provide information on "Is the land plot still under warning? Is the implementation of administrative procedures on land changes suspended or not?". Therefore, the temporary suspension of the Nha Trang Real Estate Registration Office Branch in processing records, reporting and asking for opinions from the Nha Trang City People's Committee and other agencies is in accordance with the requirements and proposals of the Nha Trang City People's Committee, professional agencies and People's Committees of communes and wards.

In order to implement Notice No. 160 of the Nha Trang City People's Committee, and at the same time to avoid public outrage over the handling of administrative procedures, the Nha Trang Real Estate Registration Office Branch will handle administrative procedures on land change registration in accordance with the provisions of Article 45, Land Law 2024; Clause 2, Article 19, Decree No. 101, dated July 29, 2024 of the Government regulating basic land survey, registration, granting of certificates of land use rights, ownership of assets attached to land and land information system; Decree No. 99, dated November 30, 2022 of the Government on registration of security measures, internal procedures for handling administrative procedures in the land sector under the jurisdiction of the Department of Natural Resources and Environment (now the Department of Agriculture and Environment).

In the coming time, Nha Trang Real Estate Registration Office Branch will continue to carry out administrative procedures related to registration of security measures using land use rights; other assets attached to land; registration of land changes that Nha Trang City People's Committee, specialized agencies, People's Committees of communes and wards previously requested to "prevent and suspend transactions". Nha Trang Real Estate Registration Office Branch will not log in warnings and will not suspend the implementation of the above administrative procedures as requested by Nha Trang City People's Committee, specialized agencies, People's Committees of communes and wards, if it does not provide sufficient records and documents as prescribed by law.
