
Small problems affect big projects
The project of the new Cay Bridge approach road and the 33m extended road (through Cam Giang district) connecting to Vu Cong Dan road (Hai Duong city) has a total investment of nearly 470 billion VND, approved by the Provincial People's Council in June 2023. The project contributes to completing the inter-regional traffic axis from Hai Duong city to Ke Sat town (Binh Giang), connecting with the Hanoi - Hai Phong expressway intersection at provincial road 392. After completion, the project will solve the traffic congestion and insecurity in the Cay bridge area.
The project started in November 2024 and is expected to be completed in December 2025. However, up to now, 2 km out of a total of 3.2 km have not been handed over. Of which, the remaining land has not been handed over, many sections have to deal with weak ground, requiring time to fill and wait for subsidence (8 months), the total construction time for the foundation, road surface and finishing is 12 months... which has greatly affected the project's construction progress.
Cay Bridge and Provincial Road 395 project in Binh Giang district will be completed and opened to traffic in July 2025. Therefore, the approach road to Cay Bridge in Cam Giang cannot be completed at the same time as Cay Bridge, slowing down the overall progress of the project.

Project to renovate and upgrade provincial road 396 extension (section connecting provincial road 391 to provincial road 390) phase 1 with a total route length of about 1.87 km in Thanh Ha district, scale of level III plain road, roadbed width 12 m, road surface width 11 m, asphalt concrete road surface structure, total investment cost of nearly 54.7 billion VND.
When completed, this project will complete the regional traffic infrastructure network according to the planning, forming a belt axis of the province connecting the districts of Binh Giang, Thanh Mien, Ninh Giang, Tu Ky and Thanh Ha. Provincial Road 396 is extended to connect with the Hanoi - Hai Phong Expressway and National Highway 37, facilitating traffic and linking the southeastern districts of Hai Duong province with neighboring provinces and cities. The project started in August 2024 and is expected to be completed in January 2025. However, due to land clearance problems, it was unable to reach the finish line on schedule and complete as planned.
The contract has also been extended to June 25, 2025. By early April, Thanh Ha district had only handed over 1.6 km of the total 2.34 km of land. The contractor had basically completed the road foundation within the area where the land was handed over. Due to the lack of land, the contractor was slow in construction and the progress was slow.

Determined to remove
According to the Department of Agriculture and Environment of Cam Giang district, the land acquisition problem of the new Cay bridge approach road project and the 33m extended road (through Cam Giang district) connecting to Vu Cong Dan road (Hai Duong city) is due to the determination of land origin, and people do not agree with the compensation and support plan.
In January 2025, Cam Giang district issued a decision approving other support mechanisms according to Decision No. 51/2024/QD-UBND of Hai Duong Provincial People's Committee to carry out project site clearance. At the end of March 2025, the district continued to issue a decision on additional support when implementing the project for households with agricultural land in the same residential land plot subject to recovery.
Despite applying many measures, up to now, about 40 households in Cam Doai and Cam Dong communes have not agreed with the support and compensation plan. Some households have not cooperated in the land and property inventory. Some households have signed the compensation plan but have not received compensation. The district continues to propagate and mobilize people to cooperate in implementation. In case people continue to not cooperate, the district will organize compulsory inventory and compulsory land recovery according to regulations. It is expected that by the end of April 2025, the district will complete site clearance for the entire project.
Faced with difficulties in site clearance, Thanh Ha district has been urgently taking action to remove the "bottlenecks" and ensure the construction progress of the Project to Renovate and Upgrade the Extended Provincial Road 396 (the section connecting Provincial Road 391 to Provincial Road 390) Phase 1. The district's professional agencies regularly meet and dialogue with households whose land is recovered to listen to their thoughts and aspirations. The district issues other support decisions for organizations and individuals whose land is recovered according to Clause 2, Article 108, Land Law 2024...

To implement the project, Thanh Ha must reclaim over 111,700 m² of land from 391 households and 1 organization. To date, the district has approved and compensated land for 265 households and organizations. 248 households and organizations have received compensation, 17 households have not yet received it. The district will continue to propagate and mobilize cases that have signed a consensus on the plan to receive compensation. For households that have not yet developed a support plan, the district will organize a public conference to collect opinions. Strive to complete site clearance for the entire project before July 1.
According to the Provincial Construction Investment Project Management Board, the province currently has 10 projects that need to speed up site clearance to urgently implement and disburse public investment capital, of which 4 projects have been in backlog for a long time.
The Chairman of the Provincial People's Committee assigned the District People's Committee to report on the progress and adjust the site clearance plan for public investment projects in the direction of shortening the time to complete the site clearance work as much as possible to achieve and exceed the disbursement rate of the site clearance item compared to Plan No. 165/KH-UBND. Report clearly the plan and progress to resolve difficulties in site clearance work at public investment projects of the province and district level.
The Chairman of the Provincial People's Committee assigned the Provincial Construction Investment Project Management Board, District People's Committees, and investors to report on progress and adjust the plan in the direction of shortening the investment preparation and implementation time to ensure and exceed the disbursement rate according to Plan No. 165/KH-UBND.
As of April 18, the province has disbursed more than VND 1,850 billion in public investment capital, reaching 18.2% of the plan assigned by the province and 17.7% of the plan assigned by the Prime Minister. Some localities have high rates of public investment capital disbursement such as Tu Ky and Nam Sach districts; Kinh Mon town, etc.
