The Government proposed to add more than 4,327 billion VND, which local ministries and sectors will benefit?

The Government has proposed to supplement the state budget estimate of over VND4,327 billion this year from non-refundable foreign aid to spend on ministries, central and local agencies.

On May 19, authorized by the Prime Minister, Minister of Finance Nguyen Van Thang presented a proposal to supplement the regular expenditure budget (foreign non-refundable aid) in 2025.

Most of the resources for the Ministry of Health are spent on epidemic prevention.

According to the report, the total need to supplement the regular state budget estimate (from non-refundable aid) in 2025 for agencies is 4,327,121 billion VND.

Of this, the Ministry of Health is expected to receive an additional nearly 4,081 billion VND to settle aid for COVID-19 prevention and control.

The rest are from other ministries and sectors, such as the Ministry of Agriculture and Environment with nearly 127 billion VND to support Typhoon Yagi; the Ministry of Science and Technology with nearly 19.2 billion VND for education, training and vocational training; the Ho Chi Minh National Academy of Politics with nearly 4.4 billion VND...

Some other agencies such as the Vietnam Women's Union is 9.6 billion VND, the Vietnam Union of Friendship Organizations is 6.7 billion VND; the Central Committee of the Vietnam Red Cross is 59.3 billion VND.

In addition, two localities were proposed to supplement the budget, Da Nang City with more than 11.7 billion VND and Son La province with nearly 8.9 billion VND to spend on social and economic security in the area.

On that basis, the Government submitted to the National Assembly for consideration and approval of additional regular expenditure budget estimates for 2025 for the above agencies, and approved detailed allocation plans.

Examining this content, Chairman of the Economic and Financial Committee Phan Van Mai said that the Government's proposal to supplement this budget is well-founded, consistent with the 2022 settlement appraisal minutes of the Ministry of Finance, as well as the conclusion of the State audit team.

Clarifying responsibility for requesting additional budget estimates late

Of which, the amount of non-refundable aid received by the Ministry of Health but not yet supplemented is 4,096 billion VND. In April 2024, the Ministry of Health has accurately estimated the need for additional budget of nearly 4,081 billion VND to settle the epidemic prevention aid. The appraisal agency agreed with the Government's proposal.

Regarding other agencies and ministries, Mr. Mai said that the majority of opinions of the Economic and Financial Committee believe that the reason for the additional budget estimate is due to the emergence of new aid projects after the time of synthesis and submission to competent authorities for consideration and decision at the time of building the 2025 budget estimate. Therefore, these non-refundable aid revenues and expenditures need to be added to the budget estimate to ensure sufficient legal basis for implementation.

Based on actual needs, to ensure efficiency, this Committee agrees with the plan to supplement the budget for ministries and branches.

However, some other opinions said that the Government's submission to the National Assembly Standing Committee and the National Assembly was slow, even though some agencies and localities had requested additional budget estimates since March 2024. This affected the progress of project implementation.

Therefore, the auditing agency proposed that the Government direct agencies to clearly report the causes, responsibilities of organizations and individuals, and draw lessons in submitting additional math projects for the following years.

The Economic and Financial Committee recommends that the Government review and take responsibility for the accuracy and content of the proposal and ensure that the project addition is in accordance with the norms, spending regime, and effective use, avoiding loss, waste and negativity.
