Accordingly, considering the proposal of the Ministry of Finance in Document No. 18072/BTC-NSNN dated November 20, 2025, on November 21, 2025, the Government agreed to add 700 billion VND from the central budget reserve in 2025 to support the four provinces of Khanh Hoa, Lam Dong, Gia Lai and Dak Lak.
Specifically, the Government has decided to support Khanh Hoa with 200 billion VND, Lam Dong with 200 billion VND, Gia Lai with 150 billion VND and Dak Lak with 150 billion VND to carry out urgent tasks to overcome the consequences of floods.
The Government requires the People's Committees of the provinces to proactively balance local budgets, coordinate supported funding sources and other legal resources to implement urgent tasks; at the same time, use the funding for the right purposes, in accordance with regulations, publicly and transparently, avoiding loss and negativity. The provinces must report the results of use to the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies to synthesize and report to the Prime Minister.
The Ministry of Finance said the above funds have been immediately transferred to the budget accounts of four localities to carry out rescue, response and flood relief work.
Previously, on November 20, 2025, the Minister of Finance signed Decision No. 3903/QD-BTC on the issuance of 4,000 tons of national reserve rice in emergency situations to the People's Committees of Gia Lai and Khanh Hoa provinces.
As assigned, the State Reserve Department of Region XI will export 2,000 tons of national reserve rice (first batch imported in 2025) free of charge to support Gia Lai province; the State Reserve Department of Region XIII will export 2,000 tons of the same type of rice to Khanh Hoa province.
The transportation and delivery must be completed between November 20 and December 10, 2025, at specific locations as requested by the Provincial People's Committees. The State Reserve Department requires the two branches to properly implement the procedures for issuing national reserve goods, ensuring the correct quantity, correct recipients and timely delivery to serve the work of overcoming the consequences of natural disasters. Any problems arising must be reported immediately for timely handling.
On November 19, the Ministry of Finance also issued a decision to provide national reserve materials and equipment to support Dak Lak province in responding to floods. The list and quantity of goods include: 5 sets of high-speed boats of various types (3 sets of DT3, 2 sets of DT2); 2 sets of 50 KVA generators; 12 sets of fire-fighting water pumps; 4 sets of concrete drilling machines; 380 light life rafts; 4,500 life buoys.
On the same day, Deputy Director of the State Reserve Department Pham Vu Anh signed Decision No. 723/QD-CDT assigning the State Reserve Sub-Departments of Regions XII and XIII to organize the issuance of all the above-mentioned materials, transporting them from the national reserve warehouse to Dak Lak province. The delivery time is set from November 19 to November 20, 2025.
According to the specific assignment, the State Reserve Department of Region XII is responsible for exporting: 2 50 KVA generators, 12 fire pumps, 4 concrete drilling sets, 380 light life rafts and 4,500 round buoys. The State Reserve Department of Region XIII is responsible for exporting 5 sets of high-speed boats according to the assigned list.
This provision of rice and rescue supplies aims to urgently support localities to stabilize people's lives, enhance response capacity and overcome damage caused by floods.
