Two-level government: Overcoming difficulties, operating flexibly

After three weeks of official operation, the two-level local government model in Cao Bang province has quickly stabilized, operated smoothly and gradually entered into order. Although there are still many specific difficulties such as fragmented terrain, scattered population, and limited infrastructure, with the high determination of the leadership team, the efforts of officials at all levels and the consensus of the people, the two-level government in Cao Bang is gradually affirming its role as a solid foundation, contributing to improving the effectiveness of state management and better serving the needs of the people.

Promote the spirit of service

Phuc Hoa commune was established on the basis of merging Ta Lung town, Hoa Thuan town, My Hung commune and Dai Son commune (of the old Quang Hoa district) into a new commune, Phuc Hoa commune. With a total area of 122.7 km², population of 14,300 people. The old Phuc Hoa District Party Committee headquarters was arranged as the working place of the Party Committee, the Vietnam Fatherland Front Committee and mass organizations ; the old Phuc Hoa District People's Committee was the working place of the People's Council, the People's Committee and the Phuc Hoa Commune Public Administration Service Center.

Immediately after the merger, the Phuc Hoa Commune Public Administration Service Center quickly posted publicly the administrative procedures under the authority of the commune level, making it easy for people to look up and implement. At each reception department, the government also publicly posted the phone number of the officer directly handling the documents, creating conditions for citizens to contact and exchange when necessary. These methods contribute to increasing transparency, shortening the processing time and improving the quality of service to people right from the grassroots level.

According to Mr. Vu Anh Tuan, Party Secretary Phuc Hoa commune said: From July 1st until now, the commune has focused on arranging human resources and equipment for the commune's public administrative service center. This is to ensure the implementation of administrative procedures for people in accordance with the time and regulations of the state. All administrative procedures are carried out immediately and results are returned within the day, up to now, no records are overdue. According to the policies of the Party, State, Government and the direction of the province, Phuc Hoa commune will continue to be close to the people and serve the people in the best and most practical way.

Many administrative procedures that were previously under the authority of the province or district have now been decentralized to the commune. People only need to go to the Commune Administrative Service Center to receive enthusiastic guidance and service from officials and civil servants .

Mrs. Mong Thi Vanh, Coc Chang Hamlet, Phuc Hoa Commune, Cao Bang Province arrived at the Commune Administrative Service Center to complete the procedure to change the name on the red book when it was almost noon. As soon as she arrived , she was enthusiastically guided by the staff . Ms. Vanh shared : currently, many administrative procedures are carried out in an electronic environment, done online, simple for young people, but a big challenge for the elderly, especially in rural areas like hers . Thanks to the dedication and responsibility of the team directly handling the administrative procedures, she was very assured. According to Ms. Vanh , people now only need to go to the commune's Public Administration Service Center to handle most administrative procedures, without having to go to higher levels like before.

To implement the two-level local government, the communal cadres were carefully prepared in both ideology and capacity to meet the requirements of the new period. Mass mobilization work was promoted, with the participation of the Fatherland Front and mass organizations to strengthen trust and create consensus among the people . In particular, with the spirit of building a friendly, serving government, without interrupting work, the new apparatus operated effectively and smoothly from the first day of operation .

Overcoming difficulties in operating a two-level government, improving service efficiency

With a proactive and determined spirit in implementing tasks, the Party Committee and the government of Phuc Hoa commune have issued synchronous directive documents, perfected the organizational apparatus and gradually improved the effectiveness and efficiency of management. The commune is gradually realizing the goal of building a government close to the people, serving the people, taking people's satisfaction as a measure of the quality of operations of the entire political system.

Mr. Vu Anh Tuan, Secretary of the Party Committee of Phuc Hoa commune, said: The commune has arranged working groups to support the people and assigned comrades in the Party Executive Committee of the commune to be in charge of each Party cell and residential group. Strengthening the understanding of the aspirations, difficulties and problems of the people, bringing them to meetings, considering and resolving them. In any case under the authority of the commune, we will try our best to resolve it in accordance with the direction of General Secretary To Lam: "All administrative procedures and all issues related to the people must be resolved at the commune level. Social issues and people's lives must be at the commune level. People do not have to go to the province or the central government to resolve matters". Phuc Hoa commune will accompany the people to resolve administrative procedures.

Despite initial advantages, Phuc Hoa commune is still facing many difficulties such as lack of equipment, unsynchronized administrative procedures, and limited access to technology and digital transformation. Faced with this reality, the local government has promptly come up with appropriate solutions that are close to the situation. Thanks to the initiative and high sense of responsibility, administrative activities have been maintained stably, ensuring timely service to the people, without interruption in receiving people and handling administrative procedures. This is a clear demonstration of the government's efforts in the process of transforming the management model.

In Tan Giang ward, one of the central wards of Cao Bang province. With a high population density , the need to resolve administrative procedures is large. To meet the demand, the ward has arranged 8 reception counters at the Public Administration Service Center. However, in reality, there are still some shortcomings when people do not fully understand the process, leading to incomplete records, having to supplement many times. In that situation, the ward has arranged staff to directly guide from the beginning, supporting people to complete the procedures correctly and completely .

Tan Giang is also one of the pioneering localities in applying technology to administrative reform, implementing many creative solutions, contributing to solving procedures more quickly and effectively. The ward identifies social networking platforms as useful information channels that have a widespread influence in the community. Therefore, popular administrative procedures, document instructions, and processing processes are all posted publicly, transparently and regularly updated on the Ward People's Committee fanpage . This approach not only helps people easily access information right at home, but also contributes to reducing the situation of missing documents, errors when submitting, and limiting the need to travel many times. These creative and practical solutions are contributing to improving service efficiency and creating satisfaction for local people.

According to Mr. Hoang Duc Dung, Vice Chairman of the Ward People's Committee, Director of the Public Administration Service Center of Tan Giang Ward, Cao Bang Province , said: In order to improve service efficiency, Tan Giang Ward has deployed an online connection solution between specialized departments and people and organizations when they come to work at the Public Administration Service Center. Through the online connection via TV screens installed at the center, specialized staff can answer questions and difficulties arising during the process of processing documents , especially in cases that cannot be resolved on the spot. In addition, the ward also takes advantage of social networks as an effective propaganda channel. Instructions, images of activities and results of procedure settlement are regularly updated on the Ward People's Committee fanpage. This method not only helps people grasp information promptly and easily look up, but also creates a positive ripple effect in the community.

In addition to effectively applying information technology to improve service quality, Tan Giang ward clearly defines the role of the government at the grassroots level. Therefore, in the coming time, working groups will be established in each group and hamlet to provide specific guidance on frequently arising administrative records and procedures, helping people have full information and necessary knowledge. The goal is to minimize the need for multiple trips and to quickly and accurately process procedures, thereby contributing to building a government closer to the people.
