Gia Binh Airport officially added to the national airport system planning

Minister of Transport Tran Hong Minh has just signed Decision No. 142/QD - BGTVT approving the adjustment of the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, approved in Decision No. 648/QD-TTg dated June 7, 2023.
Accordingly, the Ministry of Transport decided to add Gia Binh International Airport, Bac Ninh province to the National Airport System Planning for the 2021-2030 period, with a vision to 2050.
The planning indicators of Gia Binh International Airport include: scale, airport level: 4E; expected design capacity: about 1 million passengers/year in the period of 2021-2030; about 3 million passengers/year with a vision to 2050; expected land area of about 363.5 hectares; estimated investment cost according to the planning is about 17,682 billion VND in the period of 2021-2030; about 12,083 billion VND with a vision to 2050.
Due to the appearance of Gia Binh International Airport, the Ministry of Transport also decided to adjust the expected land area occupied in the master plan of the airport system until 2030 to 24,195 hectares; adjust the investment capital demand for airport system development until 2030 to about 438,000 billion VND, mobilized from the state budget, non-budgetary capital and other legal capital sources.
Previously, in Official Dispatch No. 93/TTg - CN dated January 24, 2024, Deputy Prime Minister Tran Hong Ha agreed to the policy of adjusting the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, to add Gia Binh Airport to the plan in a shortened order as proposed by the Ministry of Transport, the opinions of the Ministry of Natural Resources and Environment, and the Ministry of Planning and Investment.
The Government leader assigned the Ministry of Transport to urgently establish, supplement and approve the planning adjustment in accordance with the process and procedures prescribed by the law on planning, ensuring the progress of completing the investment in phase 2 of Gia Binh Airport in accordance with the direction of the Prime Minister in Notice No. 562/TB-VPCP dated December 18, 2024 of the Government Office.
“Authorize the Minister of Transport to decide on adjusting the Master Plan for the development of the dry port system for the 2021-2030 period, with a vision to 2050, in accordance with the correct procedures and regulations to consider and supplement the dry port at Gia Binh Airport, ensuring synchronization with the progress of Gia Binh Airport implementation,” Deputy Prime Minister Tran Hong Ha directed.
In Notice No. 562, Prime Minister Pham Minh Chinh assigned the Ministry of Public Security and relevant ministries and branches, in parallel with organizing the implementation of phase 1, to urgently complete the documents and investment procedures for phase 2 of the Gia Binh Airport Construction Investment Project for early implementation, ensuring synchronization, and building it into a multi-purpose airport with specialized functions equivalent to level 4E.
With the newly adjusted planning, the airport system is planned according to the spoke axis model with 2 main hubs in the Hanoi capital area and Ho Chi Minh City area and forming 31 airports, including 15 international airports (Van Don, Cat Bi, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho and Phu Quoc, Gia Binh); 16 domestic airports: Lai Chau, Dien Bien, Sa Pa, Na San, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau, Con Dao, Thanh Son and Bien Hoa (Thanh Son airport and Bien Hoa airport are planned to be dual-use airports); at the same time, continuing to maintain the planning location of Hai Phong International Airport in Tien Lang district, Hai Phong city.
At the end of December 2024, the People's Committee of Bac Ninh province sent the Project to study the possibility of forming Gia Binh Airport (established by ADCC) for consultation with relevant ministries and branches.
According to the proposal, Gia Binh Airport in the planning phase will have a construction area within the boundary of 363.5 hectares, an increase of about 250 hectares compared to the scale of phase 1 being implemented by the Ministry of Public Security.
The operating model of Gia Binh Airport is to serve the tasks of the Police Air Force Regiment, ensuring security combined with socio-economic development, similar to the model of Phan Thiet Airport, which is an airport serving defense - security activities combined with socio-economic development.
In addition to military aviation activities, Gia Binh Airport, if permitted by competent authorities, will operate domestic flights on the North-South axis, connecting major economic, political and cultural centers of the country such as: Ho Chi Minh City; Da Nang; Phu Quoc, Cam Ranh, Phu Cat, Lien Khuong, Can Tho; direct charter flights to airports around the world and vice versa.
For international cargo flights, Gia Binh Airport will operate direct flights to airports in countries around the world where Vietnam has opened commercial flights.
With the above development orientation, the planning of Gia Binh Airport will contribute to promoting commercial production, e-commerce, freight transport and developing logistics centers, creating a driving force for socio-economic development, contributing to the completion of local planning goals.
