The support of the government and people in the cause of protecting security and order at the grassroots level

On the afternoon of November 11, at the Party Central Committee Headquarters, General Secretary To Lam met with outstanding collectives and individuals participating in protecting security and order at the grassroots level nationwide on the occasion of reviewing one year of implementing the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Attending the meeting were Politburo members: Le Minh Hung, Secretary of the Party Central Committee, Head of the Party Central Committee's Organization Commission; Phan Dinh Trac, Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission; Nguyen Van Nen, Standing Member of the Party's XIV National Congress Document Subcommittee; General Luong Tam Quang, Secretary of the Party Committee of the Central Public Security, Minister of Public Security.

Also attending were comrades: Trinh Van Quyet, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission; Pham Gia Tuc, member of the Party Central Committee, Chief of the Party Central Committee Office; representatives of the leadership of the Office of the General Secretary, the Ministry of Public Security and 70 collectives and individuals representing the forces participating in protecting security and order at the grassroots level.

On July 1, 2024, the Ministry of Public Security launched a force participating in protecting security and order at the grassroots level across the country. This force was established on the basis of perfecting and unifying the organization of three forces: Part-time Commune Police; Civil Defense; Captain and Deputy Captain of Civil Defense Team (according to the provisions of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level in 2023). After more than 1 year of operation, the force participating in protecting security and order at the grassroots level has promoted its core role, contributing to building a solid security posture right from the grassroots level, affirming itself as a reliable support for the government and people in the cause of protecting security and order.

Tens of thousands of Security and Order Protection Teams at the grassroots level have been established across the country with hundreds of thousands of members participating. Members regularly stay close to the locality, provide valuable information; proactively coordinate with the commune police to propagate and mobilize people to comply with the Party's guidelines and policies, the State's policies and laws, promptly prevent cases and violations of the law, contributing to keeping people's lives peaceful.

During natural disasters, floods, and hardships, the force has worked with local authorities and commune police to support people and help them overcome the consequences of natural disasters...

Speaking at the meeting, General Secretary To Lam acknowledged and commended the achievements and results that the forces participating in protecting security and order at the grassroots level have achieved in recent times. The General Secretary stated that grassroots security is an important part of national security; ensuring security and order at the grassroots level is the key and core factor to maintain national security and build an orderly, disciplined, safe and healthy society.

The Party and the State decided to establish a force to participate in protecting security and order at the grassroots level on the basis of merging the semi-professional communal police, civil defense and militia forces because the comrades have the advantage of being local people, having a long working history, being attached to the area, having a firm grasp of the characteristics of the population situation, understanding customs and practices, being close to the people, understanding the thoughts and aspirations of the people, and being able to actively support the communal police in implementing all aspects of security and order protection work.

The General Secretary emphasized that in the context of the country's new situation, the task of maintaining grassroots security, consolidating the people's hearts, ensuring a peaceful, healthy and happy life for every person and every family is of special importance. It is necessary to continue increasing the contribution of forces participating in protecting security and order at the grassroots level, focusing on building a strong and widespread force to meet requirements and tasks.

The force must strive to maintain the spirit of solidarity, unity, and help each other to perform their tasks well, affirming more clearly their role and responsibility, truly being the "extended arm" of the People's Public Security force, and the "peaceful support" of the people.

The entire force should promote the achieved results, constantly strive to make more contributions, actively support the commune-level police in propagating and disseminating the Party's policies and the State's laws and mobilizing people to comply; maintain good relations with the people, promptly advise on resolving conflicts and grievances, strengthen the spirit of neighborliness, spread the spirit of mutual love and affection; continue to be a shock force to help and save people in times of danger and hardship, in natural disasters, storms and floods and rescue situations.

Sharing the difficulties of the forces participating in protecting security and order at the grassroots level, the General Secretary affirmed that the Party, the State, the Ministry of Public Security and localities will continue to take care of building the force, pay attention to investing in equipment and creating the best conditions for the force to perform its tasks well, truly being a reliable support for the government and the people. The General Secretary wished the forces participating in protecting security and order at the grassroots level, especially exemplary collectives and individuals, to continue to excellently fulfill their mission of serving the people in their hamlets, villages and places of residence.

On this occasion, General Secretary To Lam presented souvenirs to exemplary representatives of the forces participating in protecting security and order at the grassroots level.
