Allowing water bicycle business at Xuan Huong Lake, Da Lat while waiting for bidding

On August 21, the People's Committee of Xuan Huong Ward - Da Lat announced that the People's Committee of the ward has agreed with the Department of Agriculture and Environment to allow the water bicycle service (duck pedal, pedalo) on Xuan Huong Lake to resume operation while waiting for bidding procedures. This service had been suspended since October 2024.

Water bike service has been operating for many years in Da Lat, in places with large lakes such as Tuyen Lam Lake, lakes in the Valley of Love tourist area and most at Xuan Huong Lake.

The suspension of the water bike service from October 2024 stems from the provisions of the 2017 Law on Irrigation and Decree 67/2018/ND-CP, requiring units operating this service to carry out bidding documents and apply for an operating license at the Department of Agriculture and Rural Development (old).

However, due to the implementation of the two-level local government model, bidding and licensing procedures are delayed.

According to the leader of the People's Committee of Xuan Huong Ward - Da Lat ( Lam Dong Province), the management of Xuan Huong Lake's water surface previously belonged to the Da Lat Center for Investment Management and Exploitation of Irrigation Works (under the People's Committee of the old Da Lat City). From July 1, when implementing the 2-level local government, this unit was transferred to the Department of Agriculture and Environment of Lam Dong Province.

Before stopping operations, Xuan Huong Lake had 3 organizations and individuals operating: Lam Dong Tourism Joint Stock Company Branch (Thuy Ta Restaurant), Da Lat Urban Services Joint Stock Company and Nguyen Tran Anh Duy Business Household. These units and individuals operated a total of 95 water bikes and 3 rescue canoes.
