At the 11th Conference of the 13th Central Executive Committee, the Central Committee agreed that the number of provincial-level administrative units after the merger would be 34 provinces and cities.

Of these, 11 provinces and cities did not merge; the remaining 52 provinces and cities merged into 23 new units.

Regarding the proposed names of the 23 new provinces and cities after the merger, all will take the name of one of the old provinces and cities. Some new provinces and cities will take the name of one province or city but the administrative center will be located in another province or city.

Sharing his views on the proposed name selection for the 34 new provinces and cities after the merger, Mr. Vu Trong Kim, National Assembly delegate of Nam Dinh province, said that this naming option is appropriate.

He said that it is legitimate and normal for people to want their province's name to be retained for historical and cultural reasons. We should respect those wishes and suggestions.

However, when it comes to public opinion, it will be very diverse, with many personal perspectives, and the final decision can only be made by one person, so it is very difficult to satisfy everyone.

"When the Central Government proposed a plan, it was certainly based on principles and foundations, and took into account proposals from the local side."

We should continue history with solidarity, cooperation and unanimity.

According to him, when a province or city is named, it does not mean that the province or city will disappear, but the units will blend together. The names of the old provinces and cities will remain forever in the history of that province or city.

"Choosing the name of an old province or city as the name of a new province after the merger is to maintain familiarity, ease of calling, and ease of remembering instead of using one word in the name of this province and another word in the name of that province," said Mr. Kim.

The old provincial names such as Binh Tri Thien, Ha Nam Ninh, Hoang Lien Son... are also the names of the provinces after the merger in the period of 1975-1976, which were approved and proposed by many people.

According to him, these names have indeed gone down in the country's history, but they are appropriate to that historical period and are a mark to remind us not to forget history. The new names coming soon will be a new page in the country's history.

“We should continue history with solidarity, joint efforts and unanimity. It is solidarity that will create the premise for us to enter a new phase with new determination, new will and new spirit.”

In addition, Mr. Kim said that choosing a province or city name and choosing an administrative center does not necessarily mean choosing a more famous province or city with a stronger economy, but also depends on other factors such as geographical location, traffic, and whether it is a hub for connecting with other regions.

“That means not only considering whether the province or city stands alone, but also considering whether that locality is convenient for connecting with other provinces or cities. We choose for the future, not just looking at the past. We can continue to create strengths. I believe the Central Government has calculated and considered all of those factors,” he said.

According to the draft Resolution of the National Assembly Standing Committee on the arrangement of administrative units, the naming of new provinces and cities after the arrangement is proposed to be named after one of the administrative units (AUs) before the arrangement.

The set of criteria includes 6 criteria: natural area; population size; history, tradition, culture, religion, ethnicity; geo-economics; geo-politics; national defense and security.

In addition, priority should be given to arranging mountainous and delta administrative units with coastal administrative units; harmoniously and reasonably combining administrative units with adjacent locations in line with development orientation requirements to support each other.

The arrangement of administrative units and the merger of provinces have the highest goal of developing the country, expanding development space for new administrative units, and promoting the leading role of dynamic regions, economic corridors, and growth poles.
