With 436/438 National Assembly deputies present voting in favor (accounting for 91.21%), the National Assembly passed the Resolution on adjusting and supplementing the State budget estimate for 2025, at the 9th Session held this morning (May 17).
According to the Government 's proposed plan, localities need an additional VND59,000 billion to pay benefits for civil servants, public employees, and workers when restructuring the apparatus. This amount includes VND15,000 billion from the local budget and VND44,000 billion from the central budget.
From the above proposal, the National Assembly agreed to allow the use of the remaining 15,000 billion VND from the 2024 basic salary adjustment to transfer to 2025 and supplement 28,290 billion VND of the 2025 central budget revenue estimate from the accumulated source for salary reform and supplement the corresponding budget calculation project.
In case the funding demand exceeds the above level, the National Assembly allows the Government to use the accumulated salary reform fund of the central budget for implementation.
The National Assembly also decided to spend 6,623 billion VND from the 2024 central budget's regular expenditure estimate that has not been allocated to 2025, implementing the tuition exemption policy, and tasks arising from the reorganization of the apparatus as approved by competent authorities (in addition to paying regimes and policies for cadres, civil servants, public employees, and workers).
Regarding the allocation of the 2025 State budget for science , technology, innovation and national digital transformation, the National Assembly decided that in the case that after using the increased revenue source of the 2024 Central budget but not ensuring the allocation of at least 3% of the 2025 State budget expenditure.
The National Assembly allows the Government to adjust and arrange within the scope of the 2025 central budget expenditure estimates that were not allocated at the beginning of the year for implementation.
According to the Government's submission, the central budget's accumulated funds for salary reform by the end of 2023 are approximately VND149,000 billion. To date, the Government has submitted to the National Assembly permission to use VND115,000 billion, the remaining amount is nearly VND34,000 billion.
Regarding the transfer of the unallocated 2024 central budget regular expenditure estimate to 2025 to have resources to implement the tuition exemption policy and perform tasks arising from the reorganization of the apparatus, the Government said that the need for central budget funding to support localities in implementing the tuition exemption policy is about 10,000 billion VND, of which 2025 alone (4 months of the 2025-2026 school year) is about 4,500 billion VND, based on preliminary data from the Ministry of Education and Training.
