Many people have not verified the information but have expressed their indignation: “The regulation makes it difficult for people”; “This is a “trick” by electric car companies to “put down” gasoline cars...”. Some comments even attack and defame the government and functional agencies...
However, in fact, there is no such regulation. Perhaps the above incorrect information stems from a misunderstanding of the Prime Minister 's Draft Decision. The Government has prescribed a roadmap for applying national technical regulations on automobile emissions in circulation in Vietnam (Draft), recently announced by the Ministry of Agriculture and Environment .
Accordingly, in order to implement a number of newly issued laws, contributing to environmental protection, Article 4 of the Draft (first time) on "Roadmap for applying national technical regulations on automobile emissions in circulation in Vietnam" stipulates: "... Automobiles with spark ignition engines and automobiles with compression ignition engines manufactured from 2017 shall apply level 3 from January 1, 2026... For automobiles registered with license plates in Hanoi and Ho Chi Minh City... manufactured from 2017, level 4 shall apply from January 1, 2026...".
The national technical regulations on automobile emissions in circulation in Vietnam are expected to be divided into 5 emission levels (from level 1 to level 5) based on the emission limits generated from the engine. In particular, Hanoi and Ho Chi Minh City will apply stricter emission standards than other localities (level 4 will be applied from January 1, 2026 for vehicles manufactured from 2017; level 5 will be applied from January 1, 2027 for vehicles manufactured from 2022). Thus, according to the Draft, from January 1, 2026, gasoline and diesel cars manufactured from 2017 or earlier and registered in Hanoi and Ho Chi Minh City must meet level 4 emission standards and not be "banned from circulation". A representative of the Department of Environment (Ministry of Agriculture and Environment) also confirmed that vehicles manufactured in 2017 and before, if they meet emission standards, can be completely circulated, there is no ban as many people misunderstand.
It should also be added that this is just a draft regulation, currently in the process of collecting comments for completion, in order to ensure harmony between the interests of the people and the goal of environmental protection. Each person needs to be careful when receiving and sharing information to avoid causing public confusion and unintentionally violating the law.
