Land clearance basically completed
The People's Committee of Nam Dinh province has just held a meeting to review the progress of the project to build the new Nam Dinh - Lac Quan - coastal road.
Machinery is concentrating on constructing the new Nam Dinh – Lac Quan – coastal road section through Nam Truc district, Nam Dinh province.
The project to build a new road route Nam Dinh - Lac Quan - coastal road has the scale of a level I plain road, a design speed of 100km/h, a roadbed width of 39m, a road surface of 8 lanes, and a synchronous design of bridges and culverts on the route to ensure it is suitable for the scale of the road level.
Including Lac Quan bridge, keep the old bridge, build a new unit with width B = 17m on the right side of the old bridge (towards the downstream of Ninh Co river).
The project passes through 5 districts: Nam Truc, Truc Ninh, Hai Hau, Xuan Truong and Giao Thuy with a total route length of 24.66km; divided into 3 bid packages with a total investment of about 6,400 billion VND.
Of which, section 1 from the beginning of the route to Lac Quan bridge is about 15.74km long; section 2 from Lac Quan bridge to Km 19+00 is about 3.26km long and section 3 from Km 19+00 to the end of the route (intersection with the coastal road) is about 5.66km long.
Previously, from the beginning of June 2024, the People's Committee of Nam Dinh province requested Nam Truc, Truc Ninh, and Xuan Truong districts to complete the handover of the entire project site before June 30, 2024. As a result, 24,585/24,66km of site have been handed over to the project so far.
Of which, the residential land in the core area (about 50m) is only 0.075km in Xuan Kien commune (Xuan Truong district); the area outside the core area (side roads, intersection branches) is 1.29km (of 3 districts: Nam Truc 0.797km; Truc Ninh 0.18km; Xuan Truong 0.315km) has not been handed over.
Regarding construction progress, up to now, all 3 packages have been guaranteed according to the signed contract. The value of the completed volume of section 1 has reached about 41%; section 2 has reached about 60% and section 3 has reached about 44.7%.
Project to be put into operation in June 2025
According to Chairman of Nam Dinh Provincial People's Committee Pham Dinh Nghi, in order for the project to be completed as scheduled before July 1, 2025, the Provincial Construction Investment Project Management Board must review, update, and supplement the project's documents and procedures.
Mr. Nghi requested Xuan Truong district to focus on efforts to complete site clearance before August 15, 2024; the Provincial People's Committee Office advised the Provincial People's Committee Chairman to issue a document assigning tasks to Nam Truc and Truc Ninh districts to complete site clearance before August 15, 2024, and complete the restitution works before September 30, 2024.
The Chairman of the Nam Dinh Provincial People's Committee also requested the Department of Transport to coordinate with the Provincial Construction Investment Project Management Board and localities to organize the installation of signs and specific instructions to ensure traffic safety and order for people and vehicles.
Assign the Provincial Construction Investment Project Management Board to review and request contractors to implement items such as planting trees on the median strip, on both sides of the road, installing street lighting systems, painting road markings, etc.
The Department of Transport develops a plan to implement the management and exploitation of the route when it is completed; requests departments and branches to advise the Provincial People's Committee to arrange sufficient capital for the project, assigns the Provincial Construction Investment Project Management Board to proactively update the project settlement procedures...
Departments, branches, localities, and contractors focus on leadership, direction, and efforts to complete the Lac Quan bridge project, complete the loading of the entire route before January 1, 2025, and put the project into operation in June 2025.
