On April 4, lawyer Igor Trunov - Chairman of the law firm "Trunov, Aivar and Partners" - on behalf of 19 relatives of those killed and injured in the terrorist attack at the Crocus City Hall theater submitted a petition to the Investigative Committee of the Russian Federation, in which he presented "additional arguments about the owner's guilt".
The Vietnam News Agency correspondent in Russia quoted the lawyer's announcement as saying that the complaint clearly states the accusation against the theater owner related to the provision "Production, storage, transportation or sale of goods, products, performance of work or provision of services that do not meet safety requirements" under the Russian Criminal Code.

According to Mr. Trunov, the materials used to decorate the walls of the auditorium may not meet safety requirements, which could cause the fire to spread quickly, and the use of such materials in facilities such as theaters does not comply with the standards of the Ministry of Emergency Situations of the Russian Federation. According to the order of the Ministry of Emergency Situations mentioned by the lawyer, in a hall with a capacity of more than 800 people, the stage arch must be protected by fire-resistant curtains with a fire resistance rating of at least EI 60 (materials that can withstand fire for at least 60 minutes), and the insulation of the curtains must be made of non-combustible materials.
“All this information must be verified… and criminal proceedings initiated against the owner of the Crocus City Hall concert hall,” Trunov concluded.
Previously, on April 3, lawyers filed the first lawsuit under the provision “Providing services that do not meet safety requirements”.
At a meeting with President Vladimir Putin, Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin reported that the current investigation also focuses on possible violations of fire safety regulations.
According to eyewitness accounts, the fire broke out after the terrorists began pouring and igniting gasoline they were carrying in bottles.
The son of Crocus Group owner Emin Agalarov claimed that all safety systems at Crocus were working and that the fire protection system was not damaged. He stressed that without ensuring fire safety standards, the building could not be put into operation.
