"Hoa Phat, Vingroup, Thaco ... have enough capacity to build the North-South high-speed railway"

On May 31, Prime Minister Pham Minh Chinh chaired a discussion with businesses and business associations to effectively implement Resolution 68 of the Politburo on private economic development.

The seminar took place in person and online connection to the local People's Committee headquarters with the participation of more than 1,000 delegates representing businesses, business associations, business households, cooperatives... to listen to contributions and recommendations on policies, tasks, and solutions for private economic development in the coming time.

Invited to speak, Mr. Nguyen Trung Chinh - Chairman of the Board of Directors of CMC Technology Corporation, expressed that the enterprise wishes to have the opportunity to participate in national infrastructure construction projects such as digital infrastructure and traffic infrastructure.

Regarding the high-speed railway construction project, Mr. Chinh believes that large Vietnamese enterprises such as Hoa Phat, Vingroup, Thaco and our technology enterprises can participate and have the capacity to carry out such projects.

"Domestic enterprises can form joint ventures to carry out large projects that currently require foreign contractors to construct," said Mr. Chinh.

Previously, Mr. Truong Gia Binh - Chairman of FPT Corporation, Head of the Private Economic Development Research Department under the Administrative Procedure Reform Advisory Council, also said that businesses need to sit down to make a 2055-2030 battle plan with new "battles" such as developing the North-South high-speed railway, developing global traffic junctions, building a world financial center, promoting technology development, tourism and agriculture...

To carry out these "battles", Mr. Binh emphasized the consensus and solidarity of the whole country. With the "trust" of the Party, Government, State and authorities at all levels, businesses pledge to wholeheartedly contribute and fight together to serve the socio-economic development of the country.

Mr. Tran Dinh Long - Chairman of Hoa Phat Group - said that "Resolution 68 is so wonderful". In the meeting six months ago, Mr. Long and many businesses also wished to propose the same thing and unexpectedly Resolution 68 was even more "open" than that.

"Here I would like to comment that there was Resolution 68, then Resolution 198 of the National Assembly, so now the Government's decrees and circulars also need to be clearer and more specific," Mr. Long suggested.

Mr. Long gave the example of the high-speed railway project as a "one-in-a-lifetime opportunity." If we want to do it quickly, we can just call for foreign contractors. But if we want to protect the domestic railway industry, we must protect domestic production.

"Here, I also represent many brothers, from the South to the North, who are very excited. We propose that in all resolutions of the Government, there must be a clear ratio and it must be included in specific documents. I boldly propose that all public investment projects, such as highways, must have a ratio of 70% domestically produced goods. That is a firm condition," Mr. Long - gave his opinion.

In addition, Mr. Long said that the document must be clearer, avoiding cases where the draft decree on ordering is unclear and can be interpreted in any way. For example, the Decree on ordering says "priority is given to using domestic goods", but according to Mr. Long, it should be clearly stated that "domestic goods must be used" and not "priority".

"We hope that leaders at all levels will use clear language to clearly support domestic production," Mr. Long emphasized.

"Do not 'tie the hands' of investors with experience conditions"

Prime Minister Pham Minh Chinh said he agreed with the viewpoint on the requirement of experience for businesses and investors. In reality, there is a situation where investors are required to have experience in a certain field in order to participate.

The Prime Minister said that state management agencies must clearly distinguish between the conditions and standards of investors and those of contractors. Investors with money can invest in any field that is effective and profitable, so there is no need for experience, according to the head of the Government.

"For example, it is possible to stipulate that casino investors must have 2 billion USD to invest in casinos in Vietnam, but do not require them to have experience in this field. Because they can organize their business, hire experienced contractors, and hire someone to manage it is their business. This is the administrative procedure bottleneck that needs to be resolved," said the Prime Minister.
