Mr. Vuong Dinh Hue said that the Government and the National Assembly Standing Committee have agreed and the National Assembly has agreed to pass the amended Land Law at the mid-2024 session.
On the morning of November 16, the National Assembly Standing Committee gave its opinion on a number of contents of the Land Law (amended). According to the scheduled program, the National Assembly will vote to pass this Law project on November 29, the last day of the 6th session. However, National Assembly Chairman Vuong Dinh Hue said that there are still different opinions on the draft, some contents have two options. The Economic Committee has not yet presented its views on these issues, and is still seeking opinions from the National Assembly Standing Committee.
"This time, the National Assembly Standing Committee will discuss and narrow down to one option to submit to the National Assembly," Mr. Hue said, asking members of the National Assembly Standing Committee to discuss and clarify the proposed viewpoint on choosing the option.

In the previous report on acceptance and explanation, the Standing Committee of the Economic Committee also requested the Standing Committee of the National Assembly to consider and report to the National Assembly that the draft revised Land Law has not been approved at the 6th session. Chairman of the Economic Committee Vu Hong Thanh said that through the consultation, delegates believed that the policy design was not focused, it was difficult to determine trends, and there was no consensus on many complicated issues. Some important policies have not yet been designed with optimal solutions.
Discussions at the Hall showed that 5/22 opinions proposed to pass the draft Law at the 6th session; 6/22 opinions stated that the draft Law should be passed soon but quality must be ensured; 11/22 opinions suggested to review carefully, spend more time to absorb and revise the draft Law thoroughly, consider carefully and proposed not to pass the draft Law at this session.
According to Mr. Thanh, the quality of the draft Law must be given top priority. "To avoid the case where the Law, after its promulgation, has shortcomings, it will cause many consequences for socio-economic activities and people's lives," Mr. Thanh said.
The Chairman of the Economic Committee also said that the draft Decree and the guiding documents of the Law also need more time to complete synchronously, ensuring that they take effect at the same time as the Law, especially some new contents on land prices, granting of land use right certificates, land allocation and land lease.
According to Mr. Thanh, the Standing Committee of the Economic Committee will coordinate with agencies to continue perfecting the draft Law to report to the National Assembly for further discussion and comments according to the 6th Session Agenda. After this session, the Economic Committee will report some contents of the draft Law to seek opinions from competent agencies to have directions to continue perfecting the content of major and complex policies as well as the overall draft Law.
Mr. Thanh requested the Government to give official comments on the draft Law after it is completed, report to the National Assembly Standing Committee for consideration, comment and send to the Law Committee for review to ensure its constitutionality, legality and consistency.
