General Secretary and President of China Xi Jinping emphasized the friendly neighborly relations and the enduring elements in Vietnam-China relations.
"This will be the third time I have set foot in the beautiful country of Vietnam since assuming the position of General Secretary and President of China. I feel extremely close to it, like visiting relatives and neighbors," wrote General Secretary and President of China Xi Jinping in an article published in the People's Daily today, ahead of his state visit on December 12-13.
President Xi Jinping emphasized that China and Vietnam share a common border, have similar cultures, similar ideals, and a shared future. This year marks the 15th anniversary of the establishment of the China-Vietnam Comprehensive Strategic Partnership.
"We consistently trust each other. High-level leaders of the two Parties and two countries frequently visit each other like close relatives. This year, I and General Secretary Nguyen Phu Trong had close exchanges, jointly outlining the overall direction for the development of China-Vietnam relations in the new era from a strategic perspective and long-term vision, promoting China-Vietnam relations to establish a new position and enter a new stage," the Chinese President wrote.
He mentioned the high-level meetings between Vietnamese leaders, including President Vo Van Thuong, Prime Minister Pham Minh Chinh, and Standing Member of the Central Secretariat of the Communist Party of Vietnam Truong Thi Mai, in China. The two sides have held conferences and established mechanisms such as the Bilateral Cooperation Steering Committee, the Theoretical Seminar between the two Parties, and the Ministerial Conference on Crime Prevention between the two Ministries of Public Security .

The next aspect that President Xi Jinping raised was the "adherence to harmonizing interests" between China and Vietnam. China has long been Vietnam's largest trading partner, Vietnam is China's largest trading partner in ASEAN, and China's fourth largest trading partner globally.
Vietnamese leaders have attended the 3rd Belt and Road International Cooperation Forum, the 6th China International Import Expo, the 7th China-South Asia Expo, and the 20th China-ASEAN Expo.
Agricultural products imported from Vietnam, such as fruits and vegetables, are very popular with Chinese consumers. Raw materials and machinery exported from China contribute significantly to the development of Vietnam's manufacturing industry.
The Cat Linh - Ha Dong urban railway, built by a Chinese company, is Vietnam's first urban railway and has transported nearly 20 million passengers. The international China-Vietnam train service operates smoothly, and the construction of smart border crossings has been initiated, accelerating the connection of land border crossings.
Chinese businesses have invested in forming the largest overseas solar power industrial cluster in Vietnam. Solar and wind power plants built by Chinese companies contribute to Vietnam's energy development and transition. Chinese businesses have also invested in building many waste-to-energy projects in localities such as Hanoi and Can Tho.
President Xi Jinping emphasized that China and Vietnam "steadfastly uphold friendship and close ties." In the first 10 months of the year, more than 1.3 million Chinese tourists visited Vietnam, and the cross-border tourism cooperation zone between China and Vietnam, Duc Thien Waterfall and Ban Gioc Waterfall, has been put into pilot operation.
Many Vietnamese people are familiar with traditional Chinese classical works, and contemporary Chinese television programs are also very popular. Many Vietnamese pop songs are trending on Chinese social media, and Vietnamese singers gain a large Chinese fan base when participating in Chinese entertainment television programs.
"People-to-people exchanges are becoming increasingly close, like small streams that stretch and flow endlessly, converging into a vast river of friendly exchange between the two countries," wrote Xi Jinping.
The final aspect mentioned by the General Secretary and President of China was the "persistence of sincere treatment" between China and Vietnam. Both countries uphold the banner of multilateralism, emphasizing persistent dialogue and consultation, peaceful cooperation, and steadfastly upholding the basic norms of international relations based on the principles and tenets of the United Nations Charter.
Both sides support each other on issues related to their core interests and major concerns, coordinating closely within international and regional cooperation mechanisms. Vietnam actively participates in the Friends of the Global Development Initiative, supports the Global Security Initiative and the Global Civilization Initiative, and supports China's accession to the Comprehensive and Progressive Trans-Pacific Partnership Agreement.
The Chinese President pointed out that this year marks 10 years since he proposed the concept of a community sharing the future of humanity, the "Belt and Road" Initiative for jointly building the "Belt and Road" initiative, and the "Friendly, Sincere, Benevolent, and Tolerant" neighborly diplomacy policy.
"To build a community that shares the future of humanity, we must first begin in Asia. Asia is our common home; neighboring countries are inseparable. Helping our neighbors is helping ourselves. Relatives wish each other well, and neighbors wish each other well," wrote Xi Jinping.
He affirmed that China is ready to link its development with the development of its neighbors, jointly building a community of shared future with its neighbors, so that each side can have a better life. The Chinese leader emphasized that China always places its relationship with Vietnam in a priority position among its relations with neighboring countries, constantly promoting the "building of a strategically significant China-Vietnam community of shared future."
Chinese leaders outlined measures to promote bilateral relations, such as maintaining high-level strategic exchanges; steadfastly supporting each other on the path to socialism in accordance with each country's situation; strengthening the foundation of substantive cooperation; enhancing friendly exchanges; and appropriately managing disagreements at sea, jointly seeking mutually acceptable solutions.
"I believe that China and Vietnam building a community of shared futures, with its strategic significance, will attract more countries to participate in the great cause of building a shared futures community in Asia and a shared futures community for humanity, bringing positive energy to the long-term development and friendly neighborliness of the Asian region, and making even greater contributions to world peace and development," wrote Xi Jinping.
