Chairman of Da Nang City: Implementing Resolution 259 with the spirit of the 'Quang Trung Campaign'

The Chairman of the People's Committee of Da Nang City requested the implementation of Resolution 259 of the National Assembly on amending and supplementing some articles of Resolution 136 related to piloting some specific mechanisms and policies for the city's development in the spirit of the 'Quang Trung Campaign'.

This afternoon, December 15th, Mr. Pham Duc An, Chairman of the People's Committee of Da Nang City, chaired a meeting to implement Resolution 259 of the National Assembly on amending and supplementing some articles of Resolution 136 related to piloting some specific mechanisms and policies for the city's development.

At the meeting, Ms. Tran Thi Thanh Tam, Director of the Department of Finance, stated that the Department had drafted a decision of the City People's Committee on the implementation of Resolution 259.

The draft plan outlines 10 specific tasks, with many work items closely aligned with the content of the resolution, while clearly assigning responsibilities to each relevant department, agency, and unit. The Department of Finance is also seeking opinions on the timing of the ceremony to announce Resolution 259.

Contributing his opinion at the meeting, Mr. Ho Ky Minh, Standing Vice Chairman of the Da Nang City People's Committee, suggested organizing the announcement ceremony and related activities in the first week of January 2026, right after the New Year's Day holiday.

Mr. Minh proposed that a series of major events should take place simultaneously within about a week, including: a conference to announce Resolution 259; an investment promotion conference; the "Meeting Da Nang" program; the announcement of the establishment of an international financial center and a call for investment in the free trade zone, with the participation of many delegates and international partners.

Concluding the meeting, Chairman of the Da Nang City People's Committee Pham Duc An emphasized that the inclusion of Resolution 259 in the streamlined agenda and its approval at a National Assembly session was a record, demonstrating the central government's special attention to Da Nang. Therefore, he requested that departments and agencies not wait for the City People's Committee to issue an official plan before implementation, but immediately begin carrying out the plan.

The Chairman of the Da Nang City People's Committee requested the urgent organization of a meeting to implement mechanisms related to urban development according to the TOD model, linked with urban railways, land reclamation projects, free trade zones, and other key contents of the resolution.

"In general, I propose this as a new 'Quang Trung Campaign' for Da Nang, because the time frame for implementing the resolution is very short. The city must identify major investors and meet with them immediately to resolve any obstacles. By 2026, the construction sector must become a major driving force, boosting the city's growth," Mr. Pham Duc An emphasized.
