According to the report at the inspection session, implementing the work of arranging and merging provincial and commune-level administrative units and organizing the 2-level local government system, the Standing Committee of La Gi has directed Party committees, grassroots party organizations, agencies and units to focus on reviewing and making a list of tasks to prepare for handover; carry out the editing and digitization of archival documents; review, arrange, and handle public assets for the political system of wards and communes to operate when implementing the Project of merging provincial and commune-level administrative units and organizing the 2-level local government system.

Up to now, the specialized departments under the Town People's Committee have carried out the statistics, packaging of archival documents and cataloging of documents according to the province's instructions and have transported a part of the agency's archives to the town's general archive. For work records serving the activities of people and businesses, the agencies and units are currently continuing to manage and proactively cataloging the work being processed pending handover when directed, ensuring smooth, continuous, and uninterrupted operations. Regarding the progress of document digitization, 62 document boxes have been digitized; the Party Committees of wards and communes have digitized 11 document boxes. Currently, the town is continuing to review and prepare other necessary conditions to ensure serving the work of the Party Committee, the government, the Vietnam Fatherland Front and the functional agencies of wards and communes after the merger, ensuring the implementation of tasks after the arrangement, without affecting the operation of the unit.

The Standing Committee of La Gi Town Party Committee has also focused on directing and regularly urging grassroots Party cells and committees to focus on preparing for the organization of the congress in accordance with Party regulations. Up to now, the locality has planned the personnel plan for the Party Committee, Standing Committee of the Party Committee, Inspection Committee of the Party Committee at the commune level; structured the number of delegates attending the congress at the grassroots level; completed the review, supplement, and approval of the planning of the Executive Committee, Standing Committee, and key positions of the ward and commune for the 2025-2030 term (2025). Focused on directing the preparation of Congress documents for the Party Committee of the ward and commune (after rearrangement) for the 2025-2030 term.



For the wards of Phuoc Hoi, Tan An, Binh Tan, since the issuance of directives from the Central, the province and the city party committee on the implementation of the arrangement and merger of provincial and commune-level administrative units and the organization of the 2-level local government system, the Party Committees of the wards have focused on leading and promptly directing all aspects of preparation for the handover and merger. Up to now, the localities have basically completed the inventory, classification, storage and standardization of all records and documents according to the prescribed handover list. The implementation process ensures scientific , objective and complete principles, serving well the reception, inheritance and operation of the new administrative unit after the merger. The digitalization work is still being actively implemented and on schedule.
Regarding the organization of congresses at the grassroots level, up to now, 3 localities have organized congresses for the 2025-2027 term, ensuring the quality and requirements set forth. Of which, Tan An ward has completed the organization of the congress of its subordinate party cells; Phuoc Hoi ward has completed 20/21 subordinate party cells, and the ward police party cell is currently in the process of completing preparations and is expected to organize the congress as soon as possible; Binh Tan ward has organized the congress of 18/19 subordinate party cells. The work of preparing personnel for the new term of the Party Committee at the Party Cells has been carried out democratically and in accordance with the procedures; the election results of the Party Committee at the congresses have all achieved a high rate of trust, demonstrating solidarity and unity within the organization. The work of preparing documents for the Party Congress at the commune level (after rearrangement) for the 2025-2030 term has been ensured according to the plan and progress set forth. At the same time, the three localities have actively prepared the infrastructure conditions for the new ward political system to come into operation. The arrangement and layout of the headquarters is carried out with the aim of making the most of the existing facilities, ensuring convenience, unity and synchronization in the operation of the new ward political system.

After listening to the report, Chairman of the Provincial People's Committee Do Huu Huy highly appreciated the Standing Committee of La Gi Town Party Committee for preparing a report to send to the Inspection Team in a timely manner, with content closely following the outline; the preparation of documents and files for the Inspection Team was ensured according to requirements. In addition, the Standing Committee of La Gi Town Party Committee proactively developed a plan, implemented the review and inventory of assets, finances, documents and files before the merger. The organization of congresses at the grassroots level was given attention and timely direction. The basic facilities are ready to serve after being put into operation on July 1, 2025. However, the progress of digitizing documents, preparing documents and files for handover to some agencies and units is still slow.
The Chairman of the Provincial People's Committee also noted the need to thoroughly handle surplus assets after the merger, especially unused headquarters, and proposed that competent authorities provide specific instructions so that new commune-level administrative units can use them effectively and avoid waste.
The Chairman of the Provincial People's Committee requested the members of the Inspection Team to guide the La Gi City Party Committee to implement the handover, digitization of documents and conditions and materials for the commune-level political system to operate and successfully organize grassroots congresses. The Chairman of the Provincial People's Committee highly appreciated the wards: Phuoc Hoi, Tan An, Binh Tan for proactively developing plans, implementing the work of reviewing, counting assets, finances, documents, and records of the units before the merger; at the same time, requested the 3 localities to continue to carry out the identified key tasks, so that on July 1, 2025, the new wards will officially come into effective operation.
*. On the same day, Chairman of the Provincial People's Committee Do Huu Huy inspected the proposed working headquarters of Phuoc Hoi ward (new) based on the merger of Phuoc Hoi, Phuoc Loc wards and Tan Phuoc commune, La Gi town.

Phuoc Hoi Ward (new) was established on the basis of merging 3 administrative units including Phuoc Hoi Ward, Phuoc Loc Ward and Tan Phuoc Commune, La Gi Town. The total number of current cadres and civil servants is 83 people. The arrangement and layout of the headquarters is carried out with the goal of making the most of the existing facilities, while ensuring the convenience, unity and synchronization of the new ward's political system.

After inspecting the offices of Phuoc Hoi and Phuoc Loc wards, which are expected to be arranged for the cadres and civil servants of the new Phuoc Hoi ward administrative unit to come into operation, the Chairman of the Provincial People's Committee highly appreciated the arrangement and preparation of conditions for the operation of the new commune-level administrative unit, which has been basically ensured so far. The locality has also done a good job of preparing for handover, digitizing documents, and preparing for organizing congresses at the grassroots level.


The Chairman of the Provincial People's Committee requested the locality to ensure facilities and equipment at the public administrative center to serve people and businesses; create conditions for officials and civil servants to quickly access the new working environment; at the same time ensure administrative discipline, working style and spirit of serving the people in a professional manner.
At the same time, it is required to review and upgrade the transmission lines and information technology infrastructure to ensure that the new ward, after coming into operation, is synchronously connected with the province's management system. At the same time, it is noted to carry out well the preparation work for organizing grassroots congresses in accordance with Directive 45 of the Politburo and the Plan of the Binh Thuan Provincial Party Committee.
