Up to now, the apparatus after the initial arrangement has been streamlined, reducing the number of agencies and units, gradually overcoming the overlapping and duplication of functions and tasks. Thoroughly grasp and lead cadres, party members, civil servants and public employees to strictly comply with discipline, administrative discipline, office culture, and effectively use working time; strengthen decentralization and delegation of authority, specify the responsibilities of collectives and individual leaders according to regulations, and ensure that subordinates strictly obey the leadership and direction of superiors. In particular, tighten discipline and order; strengthen inspection, supervision and monitoring; resolutely handle cadres, party members, civil servants and public employees who have degraded political ideology, ethics and lifestyle, "self-evolved", "self-transformed", violated Party regulations and State laws, have negative public opinion, are weak in capacity and lack responsibility in work. At the same time, promptly commend, reward, encourage and protect cadres, party members, civil servants and public employees who are proactive, creative, dare to think and dare to do for the common good. For the heads of Party committees, Party organizations, heads of agencies and units, promote the role and responsibility of setting an example for cadres, Party members, civil servants and public employees; be the center of solidarity, an example of dedication and innovative thinking, and aspiration for development to spread and inspire lower-level cadres, Party members, civil servants and public employees to learn and follow; be responsible to the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and higher-level Party committees for the implementation of the Party's guidelines and policies, the State's policies and laws for cadres, Party members, civil servants and public employees under their management. In addition, innovate leadership and direction methods; do not avoid responsibility, or push work under their authority to higher levels or to other agencies and units. Assign and arrange work reasonably and scientifically , creating conditions for lower-level cadres, Party members, civil servants and public employees to maximize their capacity and strengths, and actively participate in building the agency and unit. For cadres, party members, civil servants and public employees, strictly comply with and implement the Party's regulations, the State's laws, regulations on what cadres and party members are not allowed to do and regulations on setting examples; principles of organizing party activities; internal rules and regulations of agencies, units and places of residence, especially regulations on working hours. Constantly innovate thinking, working style and manners to ensure objectivity, democracy, science and efficiency. Promote the role, responsibility, positivity, proactiveness and creativity in leading, directing and performing assigned tasks with the motto "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate and create, dare to face difficulties and challenges and dare to act for the common good". Be ready to accept and make efforts to complete all tasks well; do not push or avoid work; Closely follow the grassroots, increase contact with the people, well implement the motto "respect the people, be close to the people, understand the people, learn from the people, be responsible to the people"; be receptive, listen, consider and resolve, protect the legitimate and legal rights and interests of the people.
