Chairman of the Provincial People's Committee Phan Huy Ngoc: Commune level must change its working state and mindset from administrative to serving the people, close to the people, and close to the people.

On July 3, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee inspected the operation of the two-level local government in Thai Binh and Trung Son communes. Accompanying him were leaders of the Provincial Party Committee, the Department of Finance, the Department of Home Affairs and the Office of the Provincial People's Committee.

Inspecting the Public Administration Service Centers of the two communes, the Chairman of the Provincial People's Committee praised the careful preparation of the locality in arranging facilities, proactively providing equipment, ensuring good service for the needs of handling administrative tasks and public services.

The Chairman of the Provincial People's Committee requested that the staff at the Center continue to study and update the guiding documents of the Central Government and the province to effectively operate and exploit public services and administrative procedures, promote working in the digital environment, and wholeheartedly serve the people and businesses.

At the meeting, the leaders of the communes quickly reported on the local situation after the merger in terms of population size, area, potential, and advantages. At the same time, they affirmed that from July 1, the Party Committee, People's Council, and People's Committee of the two communes had organized the first conferences after the merger to deploy tasks, arrange staff, and assign work to immediately start operating the two-level local government, without allowing work to be interrupted...

Speaking at the working session with the leaders of the two communes, Chairman of the Provincial People's Committee Phan Huy Ngoc highly appreciated the efforts of the leaders and civil servants of the communes in implementing the tasks of the two-level local government.

He emphasized that implementing a two-level local government, directly close to the people, while the communes are strongly decentralized and delegated with over 1,000 tasks to be solved at the commune level, almost all local work is solved. Therefore, if there are any problems, the communes must promptly propose to the province to resolve them or learn from the experiences of other localities to solve arising problems; continue to operate properly with assigned functions.

Chairman of the Provincial People's Committee Phan Huy Ngoc requested that, since there is no longer a district-level government, communes need to clearly define two-level local governments, especially changing the state and working mindset from administration to serving the people, being close to the people. Communes need to arrange at least 2 specialized staff to perform the task of editing and digitizing records to complete it soon in 2025.

On the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), Chairman of the Provincial People's Committee Phan Huy Ngoc presented gifts to 20 policy households, war veterans, war invalids, and Agent Orange victims in Thai Binh and Trung Son communes. He visited and encouraged the households to continue promoting traditions, encouraging their children to actively study, practice, and take the lead in local socio-economic development movements.
